The Attican Empire would like to purchase 250 billion cubic meters of sand/gravel mixture (250 trillion liters), seperate orders possible.

Well, that's one way of doing things.
However, if you prefer, we have experiance with the actual creation of islands, not simply dumping fill into the ocean. Our prices, while steep, are quite reasonable, and we are willing to work out payment plans.
The process, described in brief, is that we would construct a small underwater volcano, and induce an erruption, thus creating a stable volcanic island for your use. Our methods have been perfected, and we can assure you that it will be withing 0.1% of the size requested.

Upon further consideration, the Desudoragon government is willing to provide the necessary material for a mere $500,000. The extremely low price is due to the need to get rid of the sand/gravel. The reasoning behind our necessity to rid ourselves of it is classified, but I assure you that there is nothing wrong with the sand/gravel mixture. Let's just say that our reason is because of 'construction'.
