ROCN plans massive restructure

The Republic of China Navy has announced plans for a 5 year restructuring to restore it into fighting shape.
After almost a decade of neglect, the ROC Navy is in poor shape. Availibility was consistently below 50%. The result cumulated in the recent naval crisis during the Bonstockian wars, with the fleet crippled by obselete technology and maintenance problems. Defeat was avoided when the navy's last well-maintained wing of WIGcraft shone through.
However, last week General Zhang, commander of the ROCN, successfully lobbied Taipei for a funding increase. As Taiwan does not have a significant naval industry, tenders have been forwarded to major shipbuilding nations around the world.
Zhang seeks to transform the ROCN from it's 'steel fence' ideology to a modern naval force capable of projecting power far across the world.
