Violence on Flounder Island leads to full occupation!

Background Information

Demographs
Flounder Island is a small island in the mediteranian, considered to be Austar Union territory, however it is completly run by its own administration. (Kind of like Hong Kong is to China). It has a population of 25 000, and has 3 districts on the island:

North Flounder: Covers the northern part of the island. (30% of the island land area) (55% of the island's population)

South Flounder: Covers the south east area of the island. (60% of the island land area) (30% of the island's population)

Flounder Minor: Covers the south west area of the island. (10% of land area) (15% of population)

Voting System

Each citizen votes for a district government. The district government, votes for independant Premier. The winner of 2/3 votes in Island Elections becomes Premier.

The Elections

Just Yesterday, the winner of the Island Elections was announced. Mr Jonothan Killgren has been announce the Premier of Flounder Island. However, this result has caused much contoversy amongst islanders.

Some claim that the Premier position should go to the other candidate Mr. Larry Parkins.

Jonothan Killgren won the elections through a district majority, as stated by law. However, statistics reveal that he has less than 45% support if it were based on individual votes.

Citizens in the district of North Flounder claim to have voted for Larry Parkins. As they make up a majorty of the population (55%), the majority of individual votes goes to Mr Parkins.

He would have become Premier, however, the two southern districts have voted for Mr. Killgren. They hold a district majority, but at the same token, they also hold an individual minority (45%).

Northerners have demanded that Mr Parkins be given his "rightful" position of Premier. Southerners claim that Mr Parkins is not the rightful Premier under law.

Today, rallys have been held in Mr Parkins support, stating that bloodshed will occur if northern demands are not met:

Most demonstrations have remained peaceful for now, however one has erupted into riots, clashing with Flounder Police. At this violent demonstration, 3 children were killed:

The Austar Union government has made no comments on the matter as yet, as it believes it should not intervine either against the law, or the majority...

As violence grows ever more frequent on Flounder Island, the worst, but inevitable happened. Premier Killgren has been assasinated!

It is believed that he was on his way to deliver a speech to a crowd in the capital, when a motobike pulled up alongside the Premier's car. The rider threw in a package, which detonated as the motorbike rode off. The assasin is not known, but it is believed to be executed by northern radicalists.

The Austar Union government apoligises to Royclandia for the islander's behaviour against their offer of help, and wishes to reject their offer with thanks. It seems as if this island is beginning to fall into a state of anarchy...

NBC News: Flounder Island Crisis

As Flounder Island falls deeper into a state of anarchy and unnessasary violence, the President has today announced that under the Entitlement Act of 1963, he declares Flounder Island officially as a state of anarchy.

This allows Austar Union forces to enter into Flounder Island, to help restore order.

Foreign Affairs Minister Kennith Newport has announced the deportation of 3000 police officers to Flounder Island, which will act as temproray government until it is deemed order is completly restored. They will be flown in next month.

In the meantime, as opposing forces on Flounder Island continue to cause further bloodshed on the island, strategists have increasingly been reporting that the conflict is taking on a "Israeli/Palestinian" conflict style, with each attack being revenge against the last.

Already, the conflict has claimed 23 lives, including 4 children.

The Roycelandian Government is horrified by the state of affairs on Flounder Island, but accepts your refusal with graciousness.

Meanwhile, somewhere over Flounder Island in an Unmarked C-47...

"Right lads, you'll have a green light in about 1 minute. Remember your brief. Don't get directly involved unless you have to, don't kill or wound anyone important, and send the codeword when you need to be extracted via submarine." The Loadmaster shouted over the rush of air from outside, as the Cargo Doors at the back were open.

"Good luck, chaps!" he yelled as the Jump Light went green, and the 10 Imperial SAS troops (men and women, despite the Loadmaster's sexist comments) leapt out into the sky.

1, 2, 3, 4, 5, 6, 7, 8, 9... And 10. All the 'cutes opened safely, and the C-47 banked and turned for Coral Palm Island, where it would refuel before heading back to Roycelandia.

On the ground, all the ISAS troops landed in one piece, gathered up their equipment, buried their 'chutes, and began Phase I of Operation Scale.

OOC: How is power to Flounder Island provided? Nuclear, Coal, Hyrdo, Natural Gas, Solar, Wind, Other? And what about Telecommunications? :twisted:

The Republic of Ancient Terra is frankly alarmed at the violence exhibited by these protestors and rebels. We join in mourning for the late Premier Killgren, and extend our condolences to his family (if they are still alive). We stand behind Premier Killgren's party; he was elected democratically.

We have seen the response to Roycenlandia's generous offer, and wish your police forces the best of luck in quelling this upstart rebellion.

Our Chairman of the Joint Chiefs and Head of the Navy, Lord Admiral Yamato Ishida, would like to pass along his offer to station an extremely advanced "Ryuou"-class submarine off the coast of Flounder Island, to be removed as the resolution of the conflict. This vessel would serve as a relay of information back to Ancient Terra, and could also function as an interdictor for any rebels fleeing the island.

Meanwhile, the Austarians had little idea of the Royclandia operations. Communications had been lost with the island, ever since riots in the capital last night. As the Police Teams continue to make their way to Flounder Island, violence continues on the island.

PART I

In the night. an armed group of six islanders from the north sneak into the small southern town of Palan. All is quiet, as the town sleeps silently. The moon is out, and as the men enter the town, a bird flys overhead. The men pause, awaiting gunfire. Only the sound of the wind fills the air, and the men sneak forward, crouing around the front door of a small house, chosen at random. Inside, a father, a mother, and two children sleep peacefully. The men wait, and without warning, kick down the front door.

The father wakes, and grabs his shotgun as he hears shouting comming from the living room. He makes his way down the hall, and enters. There, he finds two masked men yelling at his daughter. He raises his shotgun at the men, "Get outta my house!". All of a sudden, a sharp pain fills his head, and as he blacks out, he watches one of the men fining a bullet into his screaming daughter.

The men continue through the house, searching for any other victims. They enter into a bedroom, and find the mother hiding under the blankets. A man walks up to her, ripping off the blankets, revealing a naked woman. He pulls out his pocket knife, and puts it to her throat, smiling as she begins to squirm and look at him with fear in her eyes. Without warning, he grabs her, and throws her against the wall, raping her in front of his laughing comerades. When he finishes, he throws the crying woman onto the bed, pulling out his handgun, and shoots her.

The men check their watches, and walk laughing out of the house. They pile into thier waiting pickup, and drive off into the night. Back inside the house, a young boy of about five years old lies shaking and crying in a ball silently under his mothers bed.

OOC: Flounder Island recieves its power from hydroelectricy plants. Telecommunications are provided by regular telephone cables. (telegraph poles). Satallite and mail once every two months provide the only means of communication with the outside world.

The ISAS team watched the guardhouse through Night-Vision Binoculars, with the team's Sniper zeroing in the guards. Unusually, his Mk IV Lee-Enfield Sniper Rifle was loaded with tranquiliser darts, not live rounds.

As he waited for the Green Light to take out the guards, he prayed they were doing the right thing by shutting down the island's power...

"All stations, secure from flank speed."

Captain Iga's voice was heard over the normal noises of bridge activity aboard Blue Sub 6. The submarine had been at flank speed for two days now, sent by Admiral Ishida to personally observe the rebellion at Flounder Island. Blue Sub 6 was a "Ryuou"-class vessel, easily the most advanced submarine ever developed. She was the result of precision engineering, the best to ever come out of Japanese and Terran shipyards.

"Sonar, what do we have?" he asked. Sonar Officer Yamada turned in his chair and responded.

"Nothing, sir. The ABTC (Advanced Battle Tactical Computer) is picking up a fishing trawler in the area approximately 45 miles away. Depth is 500 meters, sir."

Captain Yuri, the submarine's second in command, snorted. "500 meters is like wading pool compared to the depths this sub can withstand."

Captain Iga nodded his assent.

"Helm, take us to 450 meters; engage Catepillar Drive. Communications, instruct the Grampus hanger to standby."

The officers at helm nodded, and pushed forward slightly on their control systems. Another man plugged in some commands, and the sound of Blue Sub 6's normal propellers ceased. Almost immediately, a hum was heard, which lasted only a second. Engineering turned in his chair.

"Sir, Catepillar drive is stable, running at 45%."

Iga nodded.

"Thank you, Lieutenant Shidora."

The submarine plowed through the ocean silently towards the deep, making ready for a long wait.

The Senate has decided. President Hoffman has delivered the following message:

"As the situation on Flounder Island grows out of control, it has been decided to impose a full occupation of Flounder Island indefinatly. Within the hour, 10 000 troops are landing on the island, where they will enforce a strict military order by the Austar Union military. No foreign support will be required. Thankyou."

After much debate, ViZion has decided to put it's military, once again, on alert. We have decided to mobilize 400,000 of our troops incase it is decided to send them in, or if our nation feels threatened (*We are on the "heal" of Italy)

We may send it our forces, depending on how it goes.

Alright. We will lower our defenses, and unmobilize our troops, who were prepared to be sent in if needed.

We will keep our eyes on this issue, especially due to being in close-quarters (the Med. Sea), and with many nations now pledging their military support. If this does turn much more deadly (or if any more children are killed), we will send in our forces to help subdue the rebellion, as we will not stand by and watch innocent people be killed.

In the third day of occupation, it seems as if the operation is going well. There havent been any riots since the occupation started, and it seems as if violence on Flounder Island has been stopped, temporarily at least.

The island remains under strict military law, and some of the rules include:

-The banning of all firearms (all to be handed in at district headquarters)
-The banning of all demonstrations, violent and peaceful
-Strict Curfews
-All organisations to be approved by Occupational Forces, otherwise closed.

Already, 2/3 Guns have been handed in to Occupational Authorities...

Austarian Troops Raid Rebel Headquarters!

At approximatly 8:30am this morning, Austarian Troops raided a small building in Porto Vromi, after an anomynous tip off was recieved. Inside the building, a large weapons cache was found, and several key leaders of the rebellion were arrested. No weapons were fired in the operation.

It had been decided to establish the Flounder Island Headquarters in the old police station in the capital. Security around the compound was raised massively.

NBC News: Troops open fire on demonstrators - 5 killed

In the small township of Laganus, a demonstration against the Austarian occupation ended violently as two troops opened fire on the crowd, mistaking a black rod for a gun. Five people were killed, including one woman...

A committee investigation is being held, but no comment has been made on the topic by the military, or the government.

Flounder Island's Main Powerplant

After rendering the guards unconcious, the ISAS team stole into the Power Plant and headed straight for the control room.

Anyone in the control room attempting to resist the Commandoes was immediately tranquilised, and before long all the power turbines had been shut down, effectively cutting off the power to the area served by the Power Station...

Thanks for that... I'm aware that the Island is under occupation by your forces as well, but the Rebels desecrated the Imperial Roycelandian Flag after an offer of assistance, and the Roycelandian Government demands Satisfaction!

Our Alliance stands, as always, and the ISAS team have orders not to engage Austar troops under any circumstances, and only to engage Rebels if fired upon.

IC: After shutting down the turbines, the ISAS team cut all the power lines and communication links to the rest of the Island, then melted into the darkness to find their next target...

Flounder Island Crisis Update

After 1 month's occupation, it seems as if order has been fully restored to the island, barring the occasional demonstration.

The casualty toll of the conflict has come to the following:

It is currently being decided whether to grant self govenment to the island, or whether to add the island to Austar Union territory...
