Council of Clan forces have surrounded the Panama canal and the coastline (12nm off of the coast of course). If there are no conflicting claims to this area, Panama and the canal zone will be incorporated into the CoC. A Division of CoC marines and several Battalions of CB's and Army Engineers await on aircraft and ships to claim and improve this region.

We are currently moving a fleet of 2 Carrier Battle Groups to the South West Coast of South America. They should be passing through the Panama Canal in 3 days. (I am located to the West of South Africa and these ships were in my Med fleet).

The UCSNE objects to foreign occupation of Panama. Humanitarian aid is fine, but the Panamanians have only recently regained control of their canal.

I plan on widening the canal as well, to accept ships up to 180 feet in beam.

The Greater Federation is willing to share this waterway with New Empire, in joint administration, splitting of profits, and joint defense.


OOC: I want Panama for the same reasons, a friend of mine will be starting a region in the south pacific, and I'll be granted territory there Since my nation controls the St. Lawerence River, Part of the Welland Canal Parts of the Bahamas etc. I have a large communications lane to keep open. Wanna work something out?

The UCSNE is willing to work out this deal as long as Panama (Not necessarily the canal) is given some sort of autonomy.

CoC is willing to Give Panama Autonomy in controlling their own internal matters unless those affairs directly threaten the canal. If such actions come to be then CoC and New Empire will have the right to intervene to protect mutual interests. Panama cannot not make treaties with foreign powers without consulting Either CoC, New Empire or Both.

The UCSNE will contact several Private corporations to help enhance the Panama Canal so that it will be able to accomodate more and larger ships, and, if necessary, provide security. The UCSNE is also willing to participate in relief/humanitarian operations.

His Omniferocity's government has no interest in Panama save as a passage for trade goods. Accordingly, the Dominion will not oppose this move provided freedom of the seas is not infringed upon and the passage of free trade is not restricted.

So far, it appears CoC is only interested in restricting military use of the canal. Should this policy come to a change, we will make an announcement.

CoC accepts this updated proposal. And only military shipping will be monitored not necessarily restricted. And Civilian shipping will continue as Status Quo.
