Berliston Oceanside Arcology, Government Docks

174 protesters affiliated with the Movement For Free Waters were gunned down after a 2 day siege between the protesters and Police and Government agents. Early morning, nearly 200 protesters stormed the Government docks to protest UCSNE claims over a large section of international waters. While arms were sighted, they were not used. The protesters burned pictures of the UCSNE flag and pictures of the Centrist Administration, while campaigning for Left/Socialist canidates. The Police force was called in, and Tactical CS was used, but the protesters refused to move. Government Tactical Enforcement Units were called in, and a gunfight erupted, killing all the protesters except for 5 who fled the scene, but were arrested. There is currently a debate on how the gunfight started. Some say it was the protesters slamming metal on metal that sounded like a gunshot, prompting response. Others say it was started by the Government without provocation. Further sources report rock throwing at agents, or that one of the protesters raised a weapon. Reasons aside, the protesters were felled by machine gun fire. The Movement for Free Waters has issued a statement calling for Socialist or other nations to liberate the waters that the UCSNE has taken over, and then help remove the Dleroes Administration from office.

No officials could be contacted for comment on these events.

We find the actions taken by your government to be sickening.There were many others ways you could've done to deal with the situation more calmly and peacefully.

Hallad condems the New Empire for their violent actions, and sends it's condolenses to the families who lost loved ones.

The UCSNE would like to remind that the reasons for the gunfight that took place after the crowd stormed government property are under investigation, but also of the previous actions of the MFFW.
-The MFFW attempted an assault on an oil rig.
-The MFFW have threatened to bomb shipping throughout the Oceanic States
-The MFFW are attempting to get Socialist nations to invade UCSNE territory
The UCSNE will not tolerate this whining of nations that complain but are unwilling to make action or understand the reality of this situation, and just sit around acting as if they can say something, and everyone else will accept it.

The Centralamerican Federation is choosing not to condemn any party for the tragedy at Berliston, pending futher investigation. However, it has issued a Travel Warning for all Federation citizen while the protests continue.

In the defense of both the New Empire and the MFFW, GCMG, the Federation-based media outlet has agreed to send a team of 2 newscrews to aid the on going investigation. These newscrew, although under Federation sanction, are not affiliated to any political party or agenda, and therefore unbiased.

The Federation hopes to continue peaceful diplomatic ties with the New Empire.

I agree with Centralamerican States that more information is necessary before taking action. Furthermore, I would suggest exploring if further investigation is needed as to whether there whould be a UN resolution concerning an agreement on guidelines for international waters.

The Republic of Global People's condems the use of deadly force without due need against the protestors.

Even though rocks were thrown and the allegations of a weapon among the protestors nonwithstanding, the decision to resort to deadly force over non-lethal methods, such as rubber bullets or teargas shows a lack of restraint on the government of the New Empire and a disregaurd for basic human rights.

The RGP reccomends that the security forces of the New Empire obtain non-lethal weapons and tactics for any future incidents.

The events of late that have ocurred in New Empire are truly disturbing and upsetting. Upon further investigation, the USSL may get involved with this recent protest. We are concerned with several factors of the protest, however:

+ What were the government docks used for? Shipping, trade, production of military equipment, etc.?

+ How did the protestors get into the government docks? Surely they must have been locked, guarded, and heavily gated.

+ Why were rubber bullets not used before lethal weapons?

+ Is the MFFW consisted of New Empire citizens?

+ If it is true that all guns are e-tagged, how did members of the MFFW acquire the guns, if you so proudly suggest that smuggling is non-existant?

To end, the USSL would like to say that it is of course very suspicious that New Empire would attempt to take over international waters. That is property of all nations, and simply for attempting to invade international territory is enough grounds for military action. The apparent disregard of human rights and political freedoms is also upsetting. However, if the MFFW is a domestic terrorist organization, as New Empire seems to suggest, we are undecided on the issue.

In this instance, both sides are guilty in some way, but a national government should show more maturity and compassion towards its people.

Your claim that Tactical CS was used before firearms is irrelevant. It is understood by the Lietuv government that it is not impossible to use rubber bullets, and the use of lethal firearms should never enter the mind of any sane government.

There is no good excuse for not using rubber bullets before resorting to lethal firearms. If there was return fire, then lethal firearms should have been used. However, 174 people are currently dead due to the irresponsible action taken by the government of New Empire.

Rubber bullets have been shown to cause internal damage at velocities used by UCSNE firearms and calibers. And why do you think the administration ordered the use of firearms? The decision, if it was a UCSNE decision, was not made by anyone outside the Staff Sgts commanding their sections. So far, 18 9x19mm Parabellum shell casings have been located in the area among the bodies. UCSNE Police rounds are 10mm Pistol/SMG and 5.7mm SMG/AR. Let me remind you that the MFFW is a terrorist organization, which used deadly force to attempt to assault oil rigs in the Oceanic States. They were terrorists, they were armed, and they were threatening the security of the nation. Is it sad that we have killed so many, but do we think the amount of force was appropriate for the adversary and situation? Abseloutely.

As for the question of the Oceanic states, this is how it began.

10 years ago, a strip of sea varying in 10-50 miles from land only used by UCSNE fishermen, was discovered to have petroleum. Several oil rigs and underwater research areas were established. Eventually, large fishing and mining 'towns' formed around the research areas in artificial islands and underwater domes. They applied for full protection under the UCSNE, and military bases were established. They then applied for statehood, making it UCSNE territory.

Camcorder footage found in the area of the incident revealed that the gunfight was started after a rioter dropped a Glock pistol, and it misfired due to illegal automatic conversions when it hit the ground. The investigation team described the whole situation as a "Terrible tragedy, caused by the violent nature of the MFFW and a horrible accident."
In other related news, Offcier Jared Kekken died in his hospital after a grueling operation to remove a shotgun slug lodged in his neck.

The car pulled up beside the house in the Berliston residential area, it's occupants angry and armed. They exited the car, and picked up a pipe bomb, tossing it through the window. One of the cars in the driveway was gone, so they knew that Police Chief Hoch was on duty at the station. They had it set in his minds that he would pay for the slaughter at the docks. The pipe bomb went off with a loud bang, and two men leaped into the house, brandishing shotguns. A loud scream was heard, and then a blast. Another after a squeal, and the two men leaped back over the window, and ran back to the truck, dousing the house with gasoline before lighting it on fire. They smashed the windows of the car, with it's "My husband is a Police Officer" bumpersticker, before draping a Malatose flag over one side, and the MFFW flag over the other. They jumped into the car, where the getaway driver sat. The car raced into the night, to leave a Police chief calling in a squad to investigate the deaths of his wife and 10 year old son.

The socialist group had gained a small crowd, and now near three hundred people blocked the door into the Northampton Trade Center, protesting the ways of the 'evil capitalist pigs' and demanding the 'downfall of the man'.

However, there was another 300 people there, Marines from the ICMC's Fifth Tactical Urban Operations Unit. Armed with M51A pulse weapons, and backed up by five small APCs, the quickly moved in, and surounded the crowed.

A commanding officer stood ontop of one of the APCs, and began speaking into a megaphone.

"You have 5 minutes to diperse, or force will be used to remove you from the property."

Ontop of surounding buildings, five snipers from the ICMC Scout Sniper unit took aim with their rifles, centering the crosshairs on suspected leaders of the uprising.

The socialist students had been given a rough night. Armored cars and helicopters had descended to the Berliston University campus, and arrested every member of the MFFW and Socialist Movement organizations, including a few professors. These few students were giving the Police a bit of trouble.

The pickup, it's cargo covered, cruised towards the Berliston Police station. The sky was gray, dark, and rain flowed down on the city. A mob had formed on the other side of the street, a group beating a man found with pro-socialist propaganda as Police tried to arrest him. The driver grimaced, and pulled out his weapon, a HK SL8 Rifle, illegaly modified to accept M16 magazines and fire full auto. He slammed in the Beta-C 100 round magazine, and began to fire into the mob, aiming for the heads of the police officers. The other scrambled towards the back, and ripped off the cover, exposing a large amount of Fuel Air Explosive.

The entire street incinerated, as people were reduced to ashes and bone, the heat warping metal. The force blackened the wall of the Police Station, as the force blew the windows out inside. The student was tired from the interrogation, but the ORC armored agent wasn't about to let him stop talking. The use of military battle armor was psychological, mainly to scare the prisoners. A heavily masked voice called out to him.
"Who gave you those posters?"
The student grimaced.

An armored fist slammed onto the table in front of him, causing him to jump in his seat.
"Bullshit. Our cameras show you walking out of an abandoned house, outside campus. Now you can tell us asshole, or I can pulp your fucking head. Like you bastards did to that kid."
He pulled out a picture of the burnt and mutilated head of the 10 year old boy.
The student felt queasy and vomited over the table.

The VTOLs were chock full of DIA Paramilitary agents, outfitted in ORC-M Powered Battle Armor. Each carried a M32A4 Military Issue assault rifle, and had Thermal Imaging, EMS, and NVG cameras slaved into their helmets. They descended on the area, forming a circle around the abandoned area that extended for half a mile. The VTOLs circled overhead, using Sniper rifles with Thermal scopes. The hunt was on.

A man ran into a abandoned barn.

Komarovsky had a fire lit and was throwing all his papers into it.

Komarovsky took out a pistol and put it to his head. The shot echoed in the night. The man scrambled to grab the pistol.

The VTOLs hovered around the building as the armored soldiers leaped out, their rifles trained on the doors and windows. The Thermal imaging showed two slowly cooling bodies, and a mess of warm liquid.
"They went out the easy way. Let's go."
The men moved in, looking at the blazing fire and the mutilated bodies. One of the men pulled the edge of a flaming document out, his suit protecting him from the fire.

The satellites located the huge encampment, about 10,000 strong with Socialists and MFFW members in the rock croppings and arid badlands of the MidEast. The tracing of the signals from their various statements had lead them here. The GPS coordinates were relayed to the Arsenal ship in the Oceanic States, as 10 of it's 650 VLS cells opened up, and a curtain of fire and smoke leapt into the air, the missiles and their trails of flame reflecting on the slick decks.

The missiles continued on their course, until they reached the upper atmosphere, and finally space. They hovered over the spot, as the MFFW leaders recieved an omnious message.

And you try to deny the Oceanic citizens the right to live in their homes. You say you fight for the people, yet you have killed more innocent people than we have killed of you.

The first 8 missiles ripped the encampment to shreds, sending fire and shrapnel racing around the camp, killing the majority of the terrorists. The final couple produced a radiant sphere, as ionized gas enveloped the area, producing a light brighter than the sun for a few seconds of hellish beauty and retribution.

Five minutes had passed since the warning was given. The socialists showed no movement whatsoever.

The Scout Snipers, armed with DSRs, opened fire, sending deadly .308 rounds into the heads of the assumed leaders. Blood sprayed from teh wounds on to those standing by. Before they had a chance to move, the soldiers opened fire into the group, sending their deadly .50cal caseless rounds into the crowd, ripping boddies to shreads. Blood splashed in the street, and bone and brain matter flew into the air.

It took three minutes to kill all 300 of the gathering crowd. At one point, a few of the APCs opened fire, sending 30mm HE rounds into the bodies, causing people to literaly explode. When it was over, a military bulldozer pushed the bodies away into a waiting dump truck, and by 11:00am, the Northampton Trade Center was back in buisness, with CEOs, employes, and the like walking in as they always did.
