It works by releasing ionized plasma particles and uranium into the air. When the plasma reacts with the uranium it causes a surge of of power and heat. The entire ADW payload is capable of achieving this. And as to your question, we found them on a moon in Aplha Terriux. Of course we had to fight some creatures for it but...

So the weapon just ignites the atmosphere, while also spreading some radioactivity? You may as well just get some nukes. There was some debate back during the Manhatten Project about whether the first tests would end up igniting the atmosphere, but thankfully, they didn't.
