The Fritjof Nansen Class is a state of the art frigate and is designed to perform tasks like vessel escort and coastal patrol/control. It is a multirole vessel with good SS and AA capabilities, but focuses on anti-sub warfare.

Combatboat 90 N Coastal Defence Craft
Combatboat 90 is a small vessel designed to carry a small, lightweight missilebattery speedily to an island or a point at a coast where it can be unloaded, readied and fired agains approaching enemy ships.
Combatboat 90 is capable of operating both day and night and in most weatherconditions. The consept of quick deployment of lightweight missile launchers is brand new and represents a reformation in coastal defence tactics.
The vessel is highly maneuvreable and is capable of coming from full speed to a complete stop on only half a boatlength (a so called "crash-stop").

Additional applications include medevac (12 stretchers), special operations, electronic warfare, airborne command post, parachuting, VIP transport, flight training.
The chopper is also designed to operate in all-weather and day/night environs. It can carry a number of defensive weapons in addition to a number of radars and sensors.

The index varies all the time, but a euro and a dollar is valued at about the same, so you make no big mistake in using a 1:1 ratio (1 Euro = 1 $).

As your nation is still in its infancy (as we count these things) and thus is quite small, we cannot see how you could manage to pay the price (which, by the way is 22,87 billion Euro).
You will either have to wait until your national budget has grown, you reduce your order or you present a scheme as to how you're planning to pay.

However, we would like you that the helicopter would be delivered to the specified coordinates where we'll send a team to pick it up after you have evacuated the area. We can pay an extra $1000 for these special procedures.
