we want to send an ambassador to your country to inspect your tiberium processing programs, and we would like to build a nuclear power plant in your area to help bolster the economic and "energy needing" population of your area and the immediate area as a sign of good will between our nations
the plant would be an alternate and safe source of energy on compared to tiberium ore which may endanger your population if spilled

OOC: I need to know which of the following you are doing, seeing as there seems to something odd about your figures....
Are you:
a) A nation
b) A organisation
This is important because in case A you would be completely unable to support your entire nation in the military... a realistic figure is about 5% maximum.
In case B I would require you to prove that you have a large enough nation behind you to support your 7 million figure because you need to be able to pay your troops, feed them, shelter them, arm them, equip them ect.
When I say proof of another nation it would have to be a nation that actually exists in the NS world, one that could support 7 million more soldiers then they already have.
