Soviet AeroNaval Command Requires carriers
It has come to the Navy's attention that to effectivly counter the threat of Naval Forces Around the world, the AeroNaval division will need to replace it's Seaplane operatons with Carrier Based Fighters. it has also come to our attention that our MiG-07 Jet Seaplane is an ineffective concept compared to comparable Carrier Based Jets. Studies have been conducted on building Our own Carriers within the Borders of Russia, but the Studies have just confirmed that It would require more Industrial Might, Manpower, And Material than Liberated Russiano can supply.

OOC: I wish i could help but i'm a bit mired in the whole mod tech thing.
Personally i would have offered you a post ww2 Ark Royal class carrier (laid down in 1943 and finished in 1950 although not comissioned until 1955).
Not exactly in your time frame but the tech will be right.
New requirement; must be able to land a modern jet fighter (Mikoyan MiG17 Fresco, Sukhoi Su-08 Ghost) or a Jet Launch Vehicle (21-Foot Long Missile. takes off from Runways.)

ok. with our combned resources maybe we could build a new highly mobile carrier. also we are working on a Carrier-Based Bomber variant of the In-development MiG-17, and an Air Suppuriority Plane (Su-08 Ghost) based on the airframe of the Su-06 Panher.
