Xha'dam has never had a stellar budget (though it used to be higher) so instead we have fouced our attention on making war cheap.
Using cheap and common materials of great strength (OOC: carbon is wonderful) and using our civilian sector to advance technologies beneficial to both civilians and military (OOC: Power armor, fiber optics, carbon construction, etc.) has allowed Xha'dam to get more bang for her military buck.
