with the ize of your nation, thats not even possible. Hec Credonia is months older than you and we dont have nearly that many (only 2 million men)

He means people who are able to fight, nothing more. It's why I didn't say anything because I assumed he probably ment this.
The point is this. He has 47 Million people in his nation who are qualified to fight in one way or another, however this number is just the amount of people who could fight... they are not actually armed, trained or even in a military institution, they will mostly be in normal jobs.
However, should he start conscipting he will take some of these people and train them a little... he could never use them all, we know that he couldn't use most of them at once. It's just a figure for those who could.
