To all nations:

In an official statement made by the Holy Panooly Regional Council they have announced that the president of Holy Panooly has been impeached and arrested because of his continuing war policy against other nations.
The main reason he was impeached was because of his terrorist supporting way of politics. After his sudden departure we can focus on more political freedoms and a better economy and peace with our old enemies.

We have stopped all acts of agression against other nations including Aust, Austan Union and Crediona. The terrorist camps the president supported finacially have been destroyed and the men arrested. We do NOT support any form of terrorm anymore. It's too early to side with the terrorist fighting nations because we need to clean up the mess the president left behind. About our further policy no one dares to speculate since it's too early.

Our thanks and sincere apologize for the damage caused. Our nation is in total economic and civil chaos so don't expect big things in the near future when it comes to science and technology.

Such a decision is a good sign that your nation has grown more wise in its outlook on international affairs. As such we would like to comend your people.

In recognition of your action, Iuthia would like to declare it's willing to open diplomatic talks regarding the trade embargo current against your nation.

While we stand firm on our view of WMD profileration, we may find some concessions we are willing to agree to.

hey, (holy panooly) me aand this nation are selling the use of our special urban strike forces. They specialise in anti-terrorist stuff (i.e. hanging around smoking and shooting terrorists) For 500 million well protect you in times of war, and you might soon have trouble from HLF and co.

Due to such statements we feel that to help prevent attacks against the people of Holy Panooly during this stage of their legitimate election, Iuthia is prepared to deploy some of our veteran anti-terrorist teams, who have had their experience during the forming of the Nation "Free Iuthia".

Of course, such a deployment would require the approval of Holy Panooly's Regional Counsel, but we feel this would help prevent an attack in anger... We recognise that your nation is capable of defending itself, though this would be an opportunity for us to show willing to co-operate. The teams would be ultimately under your command though they won't follow any order against their ethos (i.e shooting civilians, not that you would order as such.).

However, out inteligence does suggest that most of these organisations are incompetant to say the least we would like to assure your people that they have nothing to fear during this period of reform.

As for talks, you are right of course, we should wait for a newly elected leader to be chosen.

OOC: Organisations are techniqually different, though this is subject to debate.

If he was an organisation he would have the advantage of not having a terrority to bomb as such. However he would have to be supported by a nation that exists in NationStates...

Whats more, his population wouldn't represent his terrorists because 5 million terrorists is a GODMOD unless supported by dozens of nations... plus the organisation required to lead 5 million terrorists is damn near impossible.

So he should only have about say... 50'000 terrorists who are supported by the other nation he is being supported by. It's so low (or high as far as I'm concerned) because too many would cost too much and would require too many... plus it works out like another nations military population; usually 1% of a nation are in the military if that nation likes military. So 50'000 terrorists would seem reasonable, if not a little much.

He needs name of nation he is based in. The nation has to have agreed OOC that you are based there, whether they support you or not IC is up to them. If someone asks OOC then he should tell them OOC that he is based in this nation, making him seem legitimate.



As for attacks... that is another load of RP. As you are required to give information on how you are trying to get past each stage of getting the job done. Simple stages of the attack are:

> Getting into the nation. When you do this you should RP how you are trying to get in, noting how you are trying to avoid likely defences.

The defender the RP's how he is going to try and detect you... though ulimately it is up to him if he catchs you, if he is unreasonable then you won't be able to RP with him so I wouldn't bother... just ignore him.

> Finding IC information about your target. This could be skipped, but if you skip this RP then I would personally make your attempt fail... again you have to work with the defender in a OOC sense so he can give you the information if he feels you have done enough to find it out. Defender could RP search for you if he knows an attack may happen, otherwise he RP's the citizens you talk to for information.

> Hiding in the nation, covering your track. Important if you don't want to be discovered. Defender can RP searching for you if he knows someone may attack, or at least RP police checking anything suspicious.

> The attack itself. Again, you RP how you are going to try and do it, he RP's how his people react and defend... take your time RPing this, it's more fun and will make it more likely to suceed.

Well, thats some information on a better way to RP a terrorist organisation.

Upon arrival they will meet up with your own investigation team leaders and learn what they can about the situation before making suggestion, they are techniqually under your command, even though they will continue to follow the Iuthian Military Ethos.

I'm sure you will find them of good use, we will be monitoring their progress. If you could also keep us updated on any devopments in your government as well as your own views on the terrorist situation.

OOC: Chances are I wont RP too much after this, I'll leave it at this unless you want to RP specific parts...

Like I said IC, you are in control of my forces though I won't specify how many of them I'm sending, it's not important right now.

Just treat them like having additional anti-terrorism experts in your anti-terror forces. Black Viper Specialists are seen as the Iuthian elite military forces, specialising in differing aspects of the military. These ones are specialised in investigation and special force tactics, of course, they are also specialised in dealing with terrorists... I'll leave you to interpet their usefulness, as they are from a totally different nation that hasn't seen war in a long time.

They will do everything they are told providing they are not told to do anything offensive or against their morals and ethics... basically don't use them to exercute people.

Other then that I'll leave the RP to you unless you need me.
