The Gurian Public Assessment Program, referred to as the GPAP, has begun its biannual process of formally soliciting public feedback.
While Gurian is technically a dictatorship, it functions more like a democracy which can be overruled. The GPAP is similar to elections in other countries. Citizens will be voting on what they want for a variety of issues and will be strongly encouraged to write reasons why they feel the way they do. There are numerous incentives to participate in the GPAP, which has brought participation up to 80% of the population.
When a citizen votes on a variety of issues, explains their reasoning, and includes any other issues they may wish to voice, it will all go to the GPAP Council. Here, raw statistics are computed. General public sentiment is extrapolated from the statements made most often. Well-researched and informative reasonings from both sides of issues will be selected as well. Once all of this is dealt with, all information will be sent to Christopher Anderson, current Benevolent Dictator of Gurian.
Once Christopher Anderson receives the information, he will review it with his advisors. Christopher Anderson will know how the public feels, why they feel the way they do, and will also have an extensive amount of essays which will reveal major pros and cons of issues. Using this information, Christopher Anderson will be able to better decide the fate of the over 2,000,000,000 citizens in Gurian.

An Open Letter to Nations Whom May Criticize Gurian Being a Dictatorship:
I would like you to ask yourselves some questions. How much can you trust your citizens to make sound choices? How often have you seen several powerful men exploit the naive and apathetic masses? How often have you seen someone take their duty as a citizen in a democracy seriously?
My advisors and I are competent. Our sole jobs are to ensure the well-being of those in Gurian. We accept public feedback. In fact, we encourage it. It is why we hold the GPAP every two years. Many of the people's wishes may be unrealistic and moronic. Many say they wish to have no taxes and comprehensive social welfare. They do not understand you can have one or the other. They do not understand the concept of tradeoffs. This is why we do not wish to have the public officially running this country. There are some people, however, who understand politics more. There are people who know what they are talking about and have valid and concrete points. Our system allows everyone to be protected from their own mistakes, yet also allows them to participate.
To all democracies: It is not we who are cruel to our citizens. It is you.
