"Today I am here to adress and explain the newly wed act.

For all newly wed couples, they will be sent 20,000 Imperial Credits as a loan. If the Couple has a child, they will only have to pay 15,000 Credits. If the coupe has 2 kids, they will only have to pay 10,000 Credits. If they have 3 then they pay back 5,000 and if they have 4 the couple needs not to pay back the loan.

If the couple does not have 4 kids in 7 years, they will have to pay back the loan in full."

OOC: Ingenious I think France did something like this with New France to make it more independent and boost the population.
