Cannis faces terror attacks
Somewhere in Cannis, there is a mall. A small, beady-eyed man with a large brown trenchcoat slowly makes his way into the central area of the mall. He walks around, casually leaning against a post whenever he passes one. After touching every support beam in the main mall area, he makes his way out. As he does, he pushes a button on a remote device, and each support beam detonates. He then pulls out a pair of AK-47s and opens fire on the survivors. After no more are in sight, the man runs into the parking lot and presses another button, blowing himself up. The flames spread from car to car, causing hundreds of thousands of USD in damages, along with the deaths of several dozen Cannisi civilians.
This attack were planned and funded by the Terrorist Coalition Region.
Similar attacks occur in each of Cannis's major cities. Hospitals topple over as C4s are detonated in alleys, police stations suddenly find all of their vehicles have been blown up, and more mall attacks, few nearly as successful, also hit the nation. At the national capital, a man in a brown trenchcoat leapt at Cannis's capitol building, screaming "Die scum!", then throwing frag grenades into each room until he was shot, when he then proceeded to blow himself up. Total casualties are still being counted, at least a thousand are predicted.
The government of Hudecia condemns the actions of these inhuman criminals. Targeting the civilian populace of a foreign nation in such a manner is unforgivable.

At various abandoned buildings in Cannis, gunfire can be heard. Soon after men in brown trenchcoats are spotted leaving the buildings, with a spray paint can and an AK-47 for each. Inside these buildings, written in pale blue spraypaint:

Transferring all of HLF's terror funds to Credonia, the Underrealms, and whatever nation that has been attacked other than Cannis, which was a setup by the HLF to get attention. Our forces are now causing as much internal damage as possible, killing terrorists, etc. before they find out.
