The Community Database Project
Rolin has had a database of all people in the country for years . . . It creates new entries for tourists entering the country, has detailed information on all citizens, and has extensive security at all of its airports.
Rolin cannot collect enough information on non-citizens alone- It needs help from other nations. Rolin is requesting the foundation of The Community Database Project, a file system with as much criminally relevant information on as many people as possible in the world, including current whereabouts, contacts outside the nation, and criminal histories.
We are requesting as many nations as possible to share their information with us- We will do the same.

Collaboration will cooperate on provision that adequate security be provided for potentially sensitive data.
We would not want information on, say, our infrastructure falling into the wrong hands.

With all of the battles going on against terrorists groups, this would kind of be a good thing.
No... Iuthian personnel databases are our own. We will not just hand them over, though we will run background checks on all our citizens for you in the pleasant knowledge that Iuthians are not criminals nor terrorists.
Seeing as you are not on the trusted list of nations (and thus your tourists have to divert from a trusted nation to reach us, planes from your country are not permitted in Iuthian airspace) we would not expect you to give us the same courtesy.

In any case, the reason we are not willing to have a simple trade of information is because we have so many more citizens than you do, and thus so much more information. So we'd essentially be taking an unfair deal to us willingly, which is not good business practice. That is why we added on our modest fee, which you arrogantly rejected.

We simply round them up along with all the other felons, fly them offshore about 100 miles, and film them swiming desperately back to shore. We tape the entire thing, and people place bets on which convict will make it the closest to shore before they die. It's sorta like horse racing meets gladiators. Everyone wins! Well, except for the felons, but they got what was coming to them.
