Fair enough. If you move your Nation to the West Pacific Cannis will help your progress as much as we can. We can develop together. Would you consider combining military budgets and purchasing a force to protect ourselves?
Based on a 50% budget spending since we are both keen to build up forces, we have a combined spending limit of around 5000 million, which is small to say the least. Maybe we should consider trade instead of outright buying? What are your country's major assets? We have abundant supplies of antique furniture and trout, which may prove useful.
