The nation of Gerentology offers the use of approximately 150 square miles of its territory, including adjoining coastline, to any nations that seek a location to conduct war games. In exchange, I seek aid in the form of equipment and advisors to help modernize my own forces.

That blissful feeling of nicety? Oh well, it's not the end of the world, you can have it all. I would still like to help Gerentology modernize his forces, though.

What would be in it for you would be the ability to use the facility as a proving ground for your weapons and tactics, with impartial, honest judging guaranteed. It would also allow you to conduct wargames against any other nation which wanted to use this facility, allowing new contacts to be made. Finally, since it would be a dedicated facility, you would not have to worry about any civilians getting in the way.
As far as your offer for armaments goes, I would like to place the following order:
100,000 GC11 MKII Assault Rifles (Original Price $6,000,000)
300 Stumpy Medium Tanks (Original Price $300,000,000)
50 Rocko Light SAM Launchers (Original Price $10,000,000)

With your offer for the lease of the Spotter-class craft, my total purchases come to $593,500,000 before any discounts are added. BTW, The Zoogie People, you can still use the training center if you want; I'll gladly take cash or trade agreements in lieu of military hardware, and this isn't likely to be the last time I'll need to purchase weaponry.
