His High Holy Emporer of Fuitdonia has issued Letters of Marque on all shipping bearing the chief export of Hoydonia (soda - Hoydonia is located in the South Pacific). These letters are a result of Hoydonia's refusal of a generous offer by His High Holiness for payment of tribute owed to the Emporer in the amount of only 100 million manolos (the monetary unit of Hoydonia). In the interest of peace, all nations are being fairly warned to not allow their shipping to carry the goods of Hoydonia.

Point of order, folks.

Letters of Marque are issued to privateers - pirates really - using their own ships but operating under the "legitimacy" of a government power. They will avoid warships whenever possible, and likely fly the flags of many nations as suits their need.

Secondly, Fuitdonia is tiny. If it has more than a symbolic fleet of coast guard boats, it would be the first the High Holy Emporer heard about.

On the Sea Dog, Commander Mueler paces the command center.

The klaxons sounded and the sub set course for there target zone. When they got there, they spotted the ships that were vectoring in towards another freighter.

Task Force 86 will be undergoing a Underway Replenishment then will turn around and head back for Bermuda. The CoC navy is glad this situation did not blow up much worse.
