We have been authorized to reveal that we are currently beginning a project to produce a super-caviating torpedo. More details to follow.

"Our aims for this project is to create a super-caviating torpedo. Allow me explain what we mean by this. Recently, Russia revealed that it had successfully developed one - it was designated the BA-111 Shkval, and possessed unmatched performance. It was fired from the submarine at an already impressive speed of 50 knots, then was propelled by rocket boosters to achieve the incredible speed of 230 knots, although we have reports of new versions being able to achieve speeds much higher. Essentially, what this creates is a weapon that is very hard to avoid."

"Now the operating mechanisms behind this. To make a long explaination short, the torpedo basically travels at extreme speeds, boosted by its rocket propellers. By doing so, it creates a trail of bubbles which coat its surface - reducing friction with the water. This is how it achieves it's amazing speeds."

"We expect to recreate our own version of this, or otherwise obtain plans for a torpedo capable of the same thing. I think our reasons for pursuing this weapon should be quite clear."

While The Zoogie People has no such torpedoes of its own, it would like to contribute to this venture by help conducting research through one of my companies; the same company that has developed and begun delivery on the soon-to-be-released Sohcahtoan-class NSSN. Schedules for release to limited export one year (one RL week) and full export three years (three RL weeks) from now, The Zoogie People is also willing to allow plans of the submarine to be transferred to your nation; as well as allow the submarines be used to conduct testing. We hope the combination will prove a very effective attack machine.

In addition to the teams of researcher we are offering for this project, and the submarines as test platforms, The Zoogie People wishes to fund $3.5 billion for research of the torpedo.

We would like rights for production to this in return.

We would also like to donate 3.5 billion USD in exchange for production rights.

As useful as the money could be, denied. You have committed an unjustifed invasion and gotten kicked out of the LoD. Instead of repenting and trying to correct your actions, your nation began pilliaging and raiding defenseless countries.

OOC: I saw it in the AMF vs RF War, then did some research. Looked like a good investment.

IC: Development is coming along nicely - thanks to some video footage and diagrams of the existing designs made available, we expect to complete this soon. And once again, our thanks to all those who contributed.

Currently, the torpedo moves only at approximately 220 knots, with a range of approximately 50 knots. Thus so far, only a limited amount have been produced, but we expect to refine the torpedo soon."

It isn't hard to Finalize. It is simple.

Move Fleet to Area, Fire Cruise Missiles to signal declaration of war.

We are glad to announce that the final version of our torpedo has entered service today - Designated the CAT-02. Obstinate Arrow.

You will of course understand if we do not disclose all details - we will reveal that our torepdo is capable of carrying a nuclear payload, and reaches speeds in excess of 300 knots, with a range of more than 60 knots.

It will be on sale for trusted and allied nations.
