Why the peace agreement nor military agreement does not directly protect Benicius from other agressors, the Defence Pact does state:

Benicius was smart in trying to make peace. But i have been on the other side Of Snowy Lands of Antarctica they do not like peace what so ever. The Rebeland Conflict is where we first Encountered this. All they did was SAy Those Guideline are Unnacceptable(they were more then Reasonable). What it is is they like war and wont stop till they get some of it. If they attack you you'll have my Support in a heart beat Prolly the same with Hatch & Wolfish. But dont attack them or make any moves into their waters stay in nuetral space so they dont have a reason for war.

may i suggest that point number five be moved to the defense agreement and the last point in the first section accepted with the note that free passage doesnt mean safe passage meaning that while shonixia wont attack you and if has word of an attack will defend you but not that he has to escort you.

Benicius, Shinoxia would have to be off his rocker to give up wmds. not because of a threat from u but because are region is very very unstable two countries are attempting to acquire a huge supply of nukes(and it will be quite easy). and they are also testing and developing the eboli virus. call me crazy but i dont think a whole lot of good can come of the eboli virus in somebodys hands

We also question how exactly has your government become non-dictatorial, if possible. The citizens of The Armed Republic of El Comandante Che still have anger torwards they lying, untrustworthy Government of Benicius, and Che is not yet ready to accept any terms with Benicius. At this point, Che still has hostile feelings towards Benicius and is looking towards Benicius to correct, and fix them.

Speaking of WMD's, noone will completely give them up unless everyone does. And I know this is RP, but in some ways they keep all nations from unleashing them. Think of it as, if USA launched a nuke at Russia, then Russia would launch a nuke at USA. Not very productive for either side, eh? Major casualties for both. The nukes are more like protection. It's either all or none.

Unfortunately the Empire does not recognise that particular nation diplomatically - yet. Therefore we could not accept their most gracious gift.

However, in a last ditch attempt to have peace, the Empire of Benicius offers the original peace terms and in addition the full $10 billion in payments to Shinoxia. It is a fair deal.
