Ebola Outbreak - State of Emergancy Declared

Cayan National Network News report,

"This is Alfonso Martinez reporting from the Cayan city of Santa Maria in the Northern Highlands region. A state of emergancy has been declared throughout the land as 3 people in Santa Maria City have been confirmed to be infected with the deadly Ebola virus. The entire region has been declared out of bounds by el Presidente and martial law has been enacted throughout the Highlands Region.

There are unconfirmed reports that viles of the Ebola Virus were being transported through Santa Maria towards the Escambray Defence Base at Mount Heraldo, the government has not commented on this yet.

As you can imagine people there is widespread panic in both the City and the Northern Highlands district. The government are hopefull that the large mountain range that effectively cuts of Santa Maria and other towns from the rest of the nation will help stop the spread of the disease.

An appeal has been sent out to the WHO to help stamp out this epidemic before it becomes widespread. All roads into the region have been blocked and those trying to cross the regional borders are being arrested or shot. This is the first real challenge for the new government of Perez, this could make or break the nation.

Following an emergency session of the Privy Council in the Bernadshalle, it has been enacted as follows:

All persons arriving from the state of Cayo will be subject to an immediate medical examination.
All flights of a non essential nature with the nation of Cayo have been suspended until future notice.
Any person who has arrived within the past 2 weeks are advised to quarantine themselves and to call for medical assistence.

We believe there to be minimal risk to the citizens of Motezuma.

If you experience symptoms of Ebola as detailed by the WHO, please isolate yourself and immediate family, and call for immediate assistance.

To our international friends in Cayo, we wish to send immediate aid in the form of a team of epidemiologists.

We await their reply on this matter.

In hopes of preventing a spread of this virus, and in addition to the sound precautionary measures being taken by the Cayo government, Eredron requests that an immediate interdiction be placed on all non-essential civilian flights into or from Cayo, with similar restrictions being placed on non-essential naval vessels.

Now 20 people are confirmed to be infected with the Ebola virus in Santa Maria City. Mass panic has swept the city, law inforcement is almost non-existent and armed forces are being sent in to keep the peace.

5 people have already been shot dead whilst attempting to leave the Upper Highlands district. A curfew is in place.

Family members of some victims are also registered as being outside the country. We are highly concerned that infected individuals could be abroad.

We urge all nations to deport Cayan Nationals back home until further notice.

A full state of emergancy is still underway. All Cayan Military Ebola stocks are accounted for, indicating that this was no accidentor our part.

Even as we send our condolensces to those who have succumbed to this great plague, we must also make considerations to other matters. A nation-wide epidemic of the Ebola virus would be a grave threat to not only Cayo, but it's neighboring countries, and to the world itself.
This is a scenario Eredron cannot permit to happen. Should this outbreak continue, Eredron will take whatever action is necessary to ensure this disease does not spread.

The Federation of Afsania had kindly asked all students from Cayo to return home. All have agreed to do so and will return on a special flight donated by our Porosis Airlines (our national airline). We also issued a warning, recomending travelers reconsider Cayo as a destination for the time being.

The wife of one of the students, Dr Elyzivena Netrosa, completed her PHD studying the ebola virus. She has formaly request to assist in finding a cure, or failing that, any containment program you have in place. She plans to travel with her husband if alowed to go. The goverment of Afsania has agreed to let her assist in this, pending hte aproval of the governement of Cayo.

Ladies and Gentlemen,

I can confirm that there is an outbreak of the Ebola virus in the Northern Highlands district of Cayo. Of course, this district has been effectively closed off to the outside world. This have proved effective, as the virus is at the moment confined to this area.

I would like to applaud the international community for responding to our crisis in a responsible manner. The Northern Highlands district and Santa Maria City are out of bounds to all flights and shipments.

Treatment is proving effective, and the number of cases is slowly falling. WHO officials have commended the efforts of Cayan Medical staff and military, and they strongly believe that this epidemic could be eradicated within two weeks, so long as we stay on course with treatment and prevention.

We are still highly concerned that infected individuals could be outside our borders, so we ask the international community to be vigilant.

Our next step is to launch a full investigation into this tragedy. I have already confirmed that all Military Ebola Stocks are accounted for. We can only assume at this point, that this was an intentional terrorist attack or an act of aggression by another nation, at this time we are making no conclusions.
