In his infinite wisdom, His Highest Majesty, King Michel IV has decreed that the land shall for now on be a Constitutional Monarchy. In as much, the Office of the Head of State and the Office of the Head of Government shall be vested in the Monarch. The Monarch shall make all laws necessary, save those of fiscal relations which shall be first passed by the Parliament to be presented to the Monarch for the Royal Seal.
