First sign of welfare in chellis!
Chellis has long been known as a state completely devoid of welfare. However, new parliment leaders have been persuasive enough to cause a small form of medical welfare.
What basically entails is free medical attention for all in chellis. However, free of capita is different than free of charge. To put it more simply than it is, if you get free healthcare, you automatically are set to put a year at least into the military, which can include factory work, and the merchant marine.
You can also have someone offer a year of service in place of the person who needs to be treated. More than one visit is usually covered by one year of service, but large or costly operations can entail two or more years. Also, if the doctor feels that the man is unfit for any work after the operation, he will be forced to pay, or wont be given treatment.
The honourable Doctor Jim Micheals would like to congratulate the nation of Chellis for this admirable idea, as it is much the same as the current situation in Axe Weilding Maniacs - the only difference is that in AWM paitents must already be in the Armed Forces.
The PRG applauds your forward thinking social innitiative and encourages the Chellis government to expand theyr social innitiates and further improve the lives of its citizens

Chellis would like to note that it does already also give full health benefits to members of the military, one of the reasons we have such a large volunteer army is because of the benefits.

Galdania is willing to contribute the equivilent of 50 billion U.S. 'dollarz' to aid the People of Chellis who do not have access to Free and Universal Healthcare.

Our nation disagrees. The government has a responsibility to the people it governs; furthermore, experience has proved beyond a doubt that social welfare is an economic stabilizer.
We will laugh when your nation collapses one day due to your unstable economy...
Chellis has a responsibility for the nation. The people are the nation. The people also work for the good of the nation. The weak die off.
Our economy is great, our natural selection policy brings us a strong lower class which has great productivity. Besides, low wages + lots of work = low prices = general appeasment of the lower class, as they have enough money to get more than just the bare essentials... We have little tax, so they should be able to afford medical visits.

Galdania does not have barbaric 'natural selection'. We have 'State selection'. That is, all fetuses that are 'corrupted' or have a high possibility of defects are aborted by the Government.
Galdanians must also obtain a lisence to have a baby, otherwise the fetus (if it exists) is aborted.
When possible, gene therapy for the fetus can correct some defects.
Chellis is disgusted at Galdania's state selection. To kill a baby without giving it a chance to make something of its life, that is just wrong. Every chellian at least has a chance to become a successfull citizen, no matter what their genes are.

Our system is more humane than yours. We stop lives before they begin. A child that would have cystic fibrosis and might live to be six or seven, if they could afford some medical care, would go through great pain. The family, who had likely come to have emotional attachments to the child would also likely suffer emotional damage, possibly depression or worse.
Therefore, exterminating a fetus before it has a chance to live a painful, crippled shell of a life is far more humane than simply 'letting nature sort it out'.

We find your system at best no better than ours. At worst, we find it appalling. Of course, Western 'ethics' and 'morality' are different in Chellis than in Galdania. Most nations would never make public the existance of institutions like Pyorg.
