Ha! A mere $10 per prisoner?! What a deal.. it costs us more to have the fools executed or to keep them alive in prison for a few days.
You are hereby authorized to take into custody, and do whatever you wish, with all our violent felons and traitors... from our population of 1493 million, this number comes out to 13 million ex-citizens.
13 million x $10 fee = $130,000,000 ready to be sent on your orders, do we have a deal?

Excellent, $130,000,000 is wired. It will cost us significantly more to send these people though, an evil hidden charge, but it is still much cheaper to be rid of 13 million useless resource stealing swine than to have to feed, clothe, or in some cases, "humanely" execute them. Your problem now.
I do have one question... suppose I was not an honest leader and instead sent in 13 million troops... I'd have twice your TOTAL population in troops and would capture you in an instant... but feel relieved since this is not the case.
Another question, how will you house 13 million people? Granted, it will take me nearly a year to transport everyone, but will that be enough for you to handle the influx?

SonyMitsubishiLockheed's prison system, while not fitted to deal with the large numbers you are sending currently, has a flexible world class system which is built around the concept of hope, and using that hope against the prisoners to ensure compliance. Some may even someday become citizens of our wonderful country one day, after saving enough Almighty Dollars to earn their freedom by purchasing a clone to take their place. Those who show themselves to be unrepentant and not motivated by cold hard cash are fed through the thermal depolymizer and then exported as oil, keeping everyone in line.
As for you subtle threat of invasion, let us make this clear. While MitsubishiSonyLockheed is a small nation, we are a rich nation, and should you invade we would put all our considerable resources towards funnding a terror/assassination campaign within your borders, let us hope it does not come to that. As our citizens have all received military training in insurgency and guerilla techniques (part of our ethos to keep our government uncorrupt; every citizen is trained and armed to launch their own war against the state if need be) you will find that taking our country might be easy with your resources, but holding it will not be worth the expense.

OOC: they will be told to set up hydroponic drug ops in the underground city I'm building, and after reaching a profit level that would allow me to purchase a clone to replace them, they will be offered citizenship. MSL rewards those to reward themselves.
Thermal Depolymerization is a real world technology that transmutes any carbon based substance (plastic, people, plants, you name it) into a light crude oil with only 15% energy loss on exchange (the amount of energy you get out of it in the form of oil vs the amount of energy required for process). It also serves as a recycling plant in that it eliminates your need for a garbage dump, converting most waste into oil which can be used for power or sale on the open market. I plan to start a farming program with the sole reason of dumping grain into the TD to make oil, I should be able to make a 50% profit off the transaction.
