Well you post or telegram the declaration to the nation you want to do war with. Also make sure they know you did it. And can post their actions as soon as they can.

Classes are offered in Research, the United Nations, Tactics, Logistics, Character Development, The Art of War and many others. You can join the region Role Play University too, but that is not a requirement for classes.
