Kilean

I just have to beg a question:
I've been told that creating new nations and having them support you is godmodding.
However!
In an upcoming RP (and invasion of a nation by my nation, and no I won't tell you who) I intend to set up a puppet government in territory I occupy. I want to RP this. I'll give the puppet state the same name, different government title, different government flag. I'll RP the economic, military, and political effects of Kilean propping up a corrupt, despotic puppet state.
Sure, I will be creating another nation to support me, but what if I RP this in a realistic manner? Unmotivated troops from the puppet state flee and run, Kilean has to eventually assert direct control, etc.
To sum up: I consider myself a mature RP'er. All I want to do is create a nice little vassal state to be my puppet in a regional crisis. I promise to RP the *downsides* of having a puppet government as well. Is this being a godmodder?
