Greenhome willing to pay for help with space program

I'm posting this again because the first thread got hijacked for a good cause :D . (No offence TBD). So here it is again:

I am strictly at the modern tech level, so you don't have to worry about space fighters and the like. I also, obviously, don't have WMD, so you also don't have to worry about that...

Nations of the World,
My nation wishes to pursue a simple space program. Our first objective is just to get the entire program set up. Then, we wish to launch a few satellites for weather or exploration purposes. However, our nation has no experience in this type of endeavor. Therefor, we are willing to pay for help from other nations. What would be ideal is for a nation to allow us to hire one of there space experts away from them. Second best would be detailed plans for a launch vehicle. At least, we would be interested in purchasing some sort of lauch vehicle. Congress has authorized me to pay for this project from the discretionary budget.

TO: Anyone that is interested in going into space

My nations scientists have decided to develope a rocket closely based on Boeings Delta 4 rocket. This rocket will be able to lift about 5,000 kg or about 11,000 lbs. The estimated costs are as follows:

R&D: $25 million USD
Production factory cost: $450 million USD
Testing costs: $75 million USD
Cost per rocket: $30 million USD
TOTAL: $550 million + $30 million for each rocket

Our nation can afford this, but only over 1-2 years. However, we are willing to allow interested nations to purchase "shares" in our rocket venture. You put up an amount of money and you get that percentage in weight in each rocket launch. (You could save up your shares and get more in one lauch). For example, if you put up $50 million USD you get 9% of each launch or about 500 kg. Please post on this thread if you are interested.

Umm, certainly we can do that... The ironic part is that my nations economy and population jumped so much that I don't need help anymore. But hey, 1 billion is 1 billion.

And I think the acceleration with a railgun would probably be too much for a human to handle...
