Citing growing tensions around the world, the government has authorized the creation of a massive coastal defense network titled Project Citidel. People involved with the project won't say exactly what Project Citidel will include but would say that it will involve new anti-aircraft sites, several measures against ampibious assaults, and modified ICBM silos. The total cost is classified, but insiders say it will be more than ten trillion Imperial Dollars.

30' high walls will surround each of the four coastal megatropolises as well as the capital city, the walls will be able to withstand a direct hit from a nuclear weapon. A sliding turret armed with dual 110mm ETC cannons will be placed every mile.

A fixed turret armed with four (yes four) 25" ETC cannons and sixteen anti-shipping/land attack missiles will be placed every twenty miles.

Anti-aircraft launch system, each system will be capable of launching twenty SAMs or TDMs before the system has to be retracted and reloaded.

Total time of construction on all of this will take seven years, mainly because the turrets, ICBM silos, and AA sites are already constructed. The only thing lacking is the walls and mounting the turrets.

My first question is how will your country pay for this and, as a follow up, will this technology be sold to other nations perhaps to defray the cost.

We fear no single nation, alliances are a different story. If you have kept up with current events then you know that things are starting to reach the boiling point. As for what specific threat, that will be announced once a couple of our allies come up with a special SAM.

Special Forces + Land mines in the sliding turrets path = Winner. Alternatively large bits of concrete would probably jam it just as well, and moving parts need a lot of maintanence, which means a lot of money.
Plus the insanely high cost means there won't be much money left for defence in depth. Smash a hole through and the war is pretty much over.
Finally: Remember what happened to the Maginot Line?

To answer your first question, Mr. Supremo, the Imperium has a $2 trillion per year defense budget and $114 trillion in defense reserves.

To answer you second question, we have put forwad the possibility of a defense technology exchange with a trade partner but they have declined the whole package. They know that if they ever want any part of the system all they have to do is propose what they view as a fair trade and negotiations will begin.

Getting within twenty miles of our coast without our knowing is near impossible, much less approaching the wall. As for your other comments, you presume much and know little.
