Yes, of course good sire. The delivery plan would also be spaced out over an amount of time such as 10 years like you have suggested, although the duration of both will depend on the size and price of each order.

1st Payment of 55 Billion to be wired upon Confirmation

*The confirmation letter was sent, and once it was confirmed by Marshal Filitov's Minister of Treasury, Dmitri gave the order for five IL-76 Candids to take off from Fort Zhukov in the northern region of C R Enterprises and head for Verboten Lufftewaffe airspace.

They were met by two squadrons of F-14E Tomcat fighters that would escort the huge planes all the way to Verboten Lufftewaffe. It would take a single in-flight refueling, but the planes would be protected the entire way to their destination.

Orders were sent ahead to Verboten Lufftewaffe. The IL-76s were given a base and runway to land at where they could unload the first step of the processes. Orders were being sent out back in C R Enterprises and factories started up as the large contracts began being circulated through the country's arms producers. The first convoy of IL-76s would unload the large crates of ammo and weapons for the ten infantry divisions as well as 200 of the UAZs. The large planes would make three more trips that day for the rest of the UAZs. More sorties would be flown the next day to deliver the URALs.

A plan was also formulated for the tanks and airplanes (as well as maintenence parts) to be delivered by huge RO/RO ships currently docked in C R Enterprises' largest harbor city.

The plan was estimated to take 12 years and the payement was estimated to be met over a span of 10 years with a large initial sum, a large 5 year sum, and a large 10 year sum.*

Alright, so here is the basic layout of your infantry weapons (these are all based on full strength war-time combat units):

AK-74s for 5 divisions (approx. 14580 units)
PKSs for 2 divisions ( approx. 5832 units )
RPG-11s for 2 divisions ( approx. 5832 units [not warheads] )
x500 SVD Dragunov sniper rifles

We supply enough ammo for two clips, boxes, warheads, etc. to be used with each unit. Grenades of all sorts as well as mines can be purchased for extra (low prices in bulk!).
