The United Empire of Colerica, following the unconditional surrender of the Ma'dah in Isla De Plata, is granting out reconstruction contracts for rebuilding and restoring vital resources and utilities to Isla De Plata.

Contracts: Isla De Plata Infrastructure Reconstruction - Phase II

The purpose of this contract is to provide engineering procurement and construction services in support of an Isla De Plata Infrastructure Reconstruction Program. The Contractor will assure the successful design, rehabilitation, reconstruction, and construction of infrastructure projects in support of UECAID assistance to Isla De Plata in the areas of electric power systems, municipal water and sanitation services, road networks and rail systems, selected public buildings, ports and waterways, and airports. A secondary objective of this contract is to provide numerous employment opportunities for Isla De Plata and Isla De Plata firms, thereby injecting much needed capital into the economy. To ensure the sustainability of projects, an institutional capacity building component for operation and maintenance will be implemented for all sectors.

Contracts: Agriculture Reconstruction and Development for Isla De Plata (ARDI)

Contract seeks to expand agricultural productivity; rehabilitate the resource base; and restore the capacity of small and medium agro-enterprises to produce, process, and market agricultural goods and services. To achieve these goals, the contractor shall oversee the identification and effective, efficient implementation of performance-based program activities, leading a large, well-coordinated consortium of internationally acclaimed institutions with substantial experience and extensive international ties.

Contracts: Economic Recovery, Reform and Sustained Growth in Isla De Plata

Contract seeks to foster economic rehabilitation and reform for Isla De Plata to stimulate the country’s international trade and employment. The tasks performed under this activity will facilitate responsible economic integration of Isla De Plata with its regional and international partners to foster sustainable job generation, adopt international standards of production, harmonize economic policy, reinforce traditional trade linkages, and develop new trade partnerships. It is also designed to develop and implement a blueprint for managing the economic and technical work to assure the food policy safety net is available for those who may be unable to function on the private market now that the Ma'dah are gone.

Contract calls for: provision a team consisting of UEC, Isla De Plata, and third-country national professionals to monitor and evaluate the effectiveness of program activities in Isla De Plata. This information will be used for UECAID's internal management purposes, as well as to inform the public of the United Empire of Colerica's program goals and progress in meeting them.

Contract provides for: emergency repair or rehabilitation of power generation facilities, electrical grids, municipal water systems, sewage systems, airport facilities, the dredging, repair and upgrading of the Jumun seaport and reconstruction of hospitals, schools, ministry buildings, irrigation structures and transportation links; goal is to repair or rehabilitate up to 100 hospitals, 6,000 schools (out of approximately 14,000), up to six airports, and two seaports.

Contract calls for: provision of initial assessment of Jumun port in order to facilitate timely delivery of humanitarian supplies and other needed materials for reconstruction; development of improvement plans to overcome port-imposed constraints; hiring of port pilots to guide ships up the channel; facilitation of cargo-handling services such as warehousing, shipment tracking, refrigerated and other cargo storage; and coordination of onward transport of shipments from the seaport at Jumun.

The Isselmere-Nieland government is interested in rebuilding the educational infrastructure. Education here may start as young as 2 years of age, has several programs for students of all aptitudes, and emphasizes the integration of modern social, cultural, and economic circumstances, where beneficial, into the educational sphere, particularly in post-secondary education.

The Zoogie People is interested in rebuilding Isla de Paleta in any way we can help. We are primarily concerned with the effects of the recent war on civilians, and therefore wish to contribute in humanitarian aid. We wish to send experts and construction crews to Isla de Paleta to asses the current state of the airports, and reconstruct and heavily improve at least three international airports and have one airfield capable of accepting bulky humanitarian aid. We will construct/fix these airports and hire and train those necessary to maintain it, although we trust Isla de Paleta has institutions for the long-term training of pilots and flightattendents.

We are also interested in primary and secondary education. We believe schools should be an excellent learning center at the very start, not just an underfunded place to throw kids and keep them off of street and work. From the very primary levels, it is extremely important to cultivate an enthusiasm for learning and produce dedicated people for the future. Each elementary school will be designed in similar fashion, such that the students and staff have a comfortable place to spend several years or more in. We will look to construct large libraries within the school and also look for consolidation between primary and secondary school systems. Elementary, middle, and high schools will be based close to each other. Elementary schools will feature libraries geared towards smaller children, while middle and high school libraries will feature a full sepctra of books, from small to large. This library will be incorporated into the public library system, so for students, there only is one library they need to keep track of. Each school also should require at least one computer lab; more for the secondary education schools. In addition, each room should contain several computers for most regular purposes. The gym facilities will be state-of-the-art, and outdoor facilities will be maintained meticulously.

Through the library becoming incorporated into the schools, the community is more encouraged to becoming involved with the school system. Also, from an early age, the arts (concert music, theatre, painting, sculpture) will be emphasized.

Finally, we will send expert teams to Jumun port in order to reconstruct it in a manner that will allow for more ships to be stationed there and to fix it, as it may have been damaged during the war. We will instate a system of the management of the harbor at all times; people operating from a command center can access several "eyes and ears" - observatory poles, in which they can send verbal messages to incoming ships, listen to the sounds of the harbor, and see all ships. A sonar system will also be implemented to detect both man-made objects and sea life in the harbor. Significant wildlife, such as dolphins, will be gradually relocated into another section of the harbor to keep them from being run into by ships. A computerized, user-friendly system will be set up to coordinate the incoming cargo. Vast storage systems will allow for storage of food and other cargo, while roads leading out of this section (which is closed to the public) can be accessed by trucks to ship them. The computer will also help coordinate the actual cargo, and in doing so, the amount of cargo in storage and how to store it. Port pilots will be hired to guide ships through the channel.

We also seek to provide technical support for the other nations involved in other aspects of reconstruction.

We agree that humanitarian aid is the primary necessity for reconstruction. We have full confidence in your ideas and abilites to do help aid the civillians of Isla De Plata. Airport Administration contract, granted.

Your propositions and ideas regarding the education system surpass what we expected. We have no other choice but to grant you the Primary and Secondary Education contract. Again, the United Empire has full confidence in your ideas and abilities.

The sea port at Jumun was damaged during the war and must be repaired. Humanitarian aid coming by sea is one our greatest assests to help the people of Isla De Plata. We award you the Seaport Administration contract.
