How about a device that can create artificial lightning a computer can time it to hit its target at the correct time. Whilst the shock may not damage the plane the bolt will be enourmos and the thunder that is exploding air would have a shockwave powerful enough to damage the aircraft.

OOC: Thankyou, but how come Tesla coils shoot lightning and it just goes into the air not a solid object?.

That's another problem you should overcome. Tesla never really did come up with a way to direct lightning, the Tesla coils you see in Command and Conquer: Red Alert are mythical. He only discovered a way to create artificial lightning.
I suppose shooting a positively chargewd bullet before the telsa lightning would be sufficent enough until a more efficent process is invented, right?
