As the search for links to terrorist organizations intensifies within Hamil, Credonian politicians are beginning to focus on the rebuilding of Hamil and the reconstruction of Hamil City, the national capital. Congress has voted to provide $50 billion to rebuild, reconstruct, and modernize the country. Originally, this money was to go to the rebuilding of Somalia, however, it has been decided that the war on terror should come first along with the maintenance of Credonian annexed territory.
The funds being provided will not only help you with the rebuilding and modernization of the nation, but defense as well. The total reconstruction plan is outlined below:
Credonian Reconstruction Plan for Hamil
Government – Federal
· Democratic Republic independent of Credonia (only slight interference)
· Congress- Bicameral chamber consisting of the House of Commoners and the House of Lords
· # of Representatives in the House of Commoners is fixed at 630
· # of Representatives in the House of Lords is based on number of states. Each state receives 3 Lords
· The Credonian constitution is the supreme law of the land
Government – State
· There are 4 states that make up the whole of Hamil
· Each state shall have 1 governor chosen by the citizens of that state
· Each state shall have a state legislation in which the representatives from the House of Commoners chosen by the state make the state laws
· Each state must draft and ratify a state constitution
Branches of the Federal Government
Executive Branch
· The president is in control of this branch
· Can serve for 2 two month terms
· May select cabinet members (Does not need authorization from congress)
· The president runs the country with the Vice President running under him
Legislative Branch
· Consists of Congress w/bicameral chambers
· Makes the law of the land. The Credonian continental Congress makes all laws and is above the national Congress
Judicial Branch
· Four levels of courts. The Credonian Supreme Court is the court above all courts. The Supreme Court is the top court of the land. The state Supreme Court is the top court of the state, and Federal Courts are all local, and deal with all crimes and enforces all local and state laws
Federal Departments of the Government
Department of State
· Headed by the Secretary of State
· Promotes good relations between Hamil and other countries
· Responsible for maintaining diplomatic relations with nations around the world
· Establishes and maintains embassies and consulates around the world
· Appoints ambassadors and sends them abroad
Department of Defense
· Headed by the Secretary of Defense (Military personnel)
· Supervises al Hamilian military activities
· Under the command of the Credonian DoD but operates independently
· Main HQ located in Hamil City, HQ building is called War Headquarters
Department of Commerce
· Headed by the Secretary of Commerce
· Handles all economic issues with the nation
· Promotes trade with other nations worldwide
Department of Treasury
· Headed by the Secretary of Treasury
· Handles federal money
· Coins money
· Partly run by the Credonian Department of Treasury
Hamilian Government Officials
President- Marco Smith (Democrat- Credonian) Temporary- To become vice president
Vice President- Jonathan Davis (Democrat- Hamilian) to become President
Secretary of State- Christopher Thomas (Hamilian)
Secretary of Defense- General James Arnold (Credonian)
Secretary of Commerce- Lindsey Greenwood (Hamilian)
Secretary of Treasury- Barbara Cross (Credonian)
The Credonian’s who hold top government positions have been put into that position for 1 term to get the nation on its feet. After their term is over, no Credonian will be allowed to hold a position within the Hamilian government.
Establishment of First Joint Military Base
At this time, troops and engineers for the 23rd Marine Infantry Division have established a temporary Command and Control center based just outside of Hamil City. They have begun construction of a military base appropriately named Fort Freedom. This base is being built 3 miles south of Hamil City, and will be able to support over 75,000 troops and support vehicles. It will house the entire 23rd Marine Infantry Division and Hamilan forces once they are drafted. President Sutton has set the draft to 4% of the total population.

Due to the recent annexation of the nation of Hamil, Congress has declared all nations within Credonian controlled territory part of what is now being called, the Credonian Empire. This decision comes after politicians realized that the nation is growing at an alarming rate.
