You know wouldn't it just be easier to create a puppet as a shell/front to openly purchase anything you would need. You could even Rp your theft of the material from this poor lowly country who has just bought soem shiny toys but is suffering from a lack of gaurds...

IC: the Inquisitors get to the check point about 30 minutes before the rendevous and make it look like the truck has a flat tire. Another van carrying the other Inquisitors pulls up behind. 6 of the Inquisitors start milling about 50 yards away waiting for the contact as the others stand about the truck.

Faisal opened the brief case, inside were many, many bills of American Dollars. When he opened the other four briefcases, it became obvious that they too were filled with money.

"Fifty million. As agreed. It is a pleasure doing business with you."

The terrorists drove to one of their many CF safe-houses, where they would drop off the weapons. Then the nukes would be sent on the person of suicide bombers into target infidel cities. Of course, it takes time, so don't expect the nukes to be used any time soon.

(Also, their storage depot is heavily lead shielded. That means you can't detect the nuclear radiation from outside.)

The Inquisitors head back to there seperate posts after returning to the city using fake ids.
