As the final notes of the Allegri Miserere faded softly into the light expanse of the Cathedral, the awed congregation grew silent with anticipation as Inquisitor Orman Streilicht rose to the pulpit.

"Brethren, Sons of theTrue God, today is a day of sadness. We learn of the imprisonment of one of our number, a Godly man sent to Rotovia on a divine mission, accused of worldly espionage and cast into the darkness of an alien dungeon. Brethren, we shall not let this pass. Rotovia will free our compatriot or his comrades will free him themselves. We have no wish for temporal strife in a world already torn by spiritual confrontation, but if that is the path chosen for us, so be it. So God has decreed it, so let it be done. We have given the infidel Rotovians three days to return to us our lost brother, or whether they will or no, we WILL save their souls!"

"Daveistan, your nation's double edged sword of confession and threat does nothing but increase our determination to see these men punished for their crimes. Concern yourself with you own souls also, for an attack upon Rotovia is likely to result in great tribulation for your nation. Why would they attack a government as devout as that of Rotovia? No, we merely seek to aid our fellow Elect, as one united church undivided by temporal nations and man-marked boundaries should. My superiors suggest a deal be made out of the public eye that would protect the image of both governments and help resolve the situation.

We will give you information concerning the whereabouts of another Epistolary operating in your country; I would stress that his mission, like the agent you already hold prisoner is purely ecclesiastical, but even if you believe this I understand that your government cannot now admit its mistake without losing face. You will arrest this agent; there will be public outcry here, we will demand the release of both agents. You will agree on thecondition that all Daviestanian nationals are summoned back to Daviestan. We will agree.

The result will be that our agents are returned, as our public demands, and you, in the eyes of your public at least, have successfully defended the country against inflitration from a hostile foreign power. In time it may be possible to reconcile our peoples, but for now I believe this is the best path for both of us.

"Due to diplomatic frustration and Rotovia's need to mantain national security we feel it best that we act as follows. Since it is apprarent that many more Daveistan nationals may be operatives and that their government will nto assist we have no choice but to order the deportation of all Daveistan nationals under the Rotovian Immigrational Act and National Securitys Act. The cost of deportation will be handled by Rotovia and a deadline is yet to be set, however it is advised that Daviestan nationals leave as soon as possible."

Then, as a Daviestanian national, you must also release our agent. This is the only point we cannot concede- we must safeguard our citizans.

Daviestan would prefer to overlook the fact that your government isn't religious- it gives us a good reason for concessions in your favour.

The subject of indefinite imprisonment without trial is one we strongly disagree on in principle; however, there is no need to debate the issue, as such circumstances shall not arise.

I am pleased this could be resolved without damage to either nation; our media may be given a slightly different version of events; understand that this is necessary for PR reasons and is no further attempt to anger your nation.

Thank you for your co-operation; we will, as a sign of good faith, send your government details of groups our agents found to be suspicious. They gained converts in some less than savoury organisations whilst ministering amongst the populace...perhaps this information can be of service to you.

Not only this, they believed many more of our citizans to be hostile, plotting against them. Now, by God's grace, our people shall return from the wasteland- all of them. Rotovia has repented, released their prisoner and even now aids the other men and women of Daviestan in their return to our homeland. Let us hope that this teaches Rotovia humility, and demonstrate that negotiations in peace acheive more than the threat of war ever could. Come, then, let us sing in praise of the highest- lift to the heavens your voices as you join in singing that paen to God's universal hope, "Hills of the North, Rejoice!"

As the congregation burst into voice, Orman settled back into his chair of office. He would get promotion for this day's work.
