As many of you will know the Island of Hoko is one of the Cayan Outer Islands re-taken by Cayo a few months ago. The island has a population of about 10 000.

Today at 1pm Cayan time, a series of explosions were observed around Hoko's capital, Hoko City. Two of these explosions appear to have been the result of car-bombs and another four the result of suicide bombers.

The explosions were located at Bank of Hoko, Samos Island Consulate, Cayan Socialist Party Hoko HQ and the Hoko United Nations Office. So far 30 people are thought to have died and a further 50 injured.

At this time we have 2 suspects. Either the Hoko Liberation Front, a small yet powerfull group who still believe Hoko should be independant, or the nation of Hutu, with whom the soverignty of nearby Antigo Island is disputed. Could this be Hutu attempting to de-stabalise Cayos position on the Outer Islands? Or Hoko Fanatics trying to terrorise the Island's population?

A team from the Cayan Investigation Agency are in Hoko City and other areas of the Outer Islands to determine who is behind these attacks. The culprits will be dealt with swiftly and mercilessly, such is the nature of this crime against innocents.

The 24th Fleet, also known as the Foriegn Reaction Fleet, Composed of Four Nimitz Class Carriers, 2 Battleships of the Iowa Class, 11 Missile Guided Nuclear Crusiers of the Virginia Class, Two Heavy Cruisers of the Helene Class, and 15 Destroyers of the Aleigh Burke Class. The 24th Fleet also took the 1st Foriegn Regiment of the Army of Elizabethshire Foriegn Legion

We will send 20,000 men from our 9th Armored Division, which have been specially trained for urban combat. They will act as Peacekeepers only, and will withdraw at the first declaration of open war. Any attack open the peacekeepers will be met with a declaration of war.

I make the assumption that a 5 million population doesn't make itself in 30 seconds. New nations should be considered going concerns. As long as it doesn't get stupid, it can be assumed that new nations start with a certain amount of military equipment.

One of our carrier groups, the 1st Tactical Battle Group is in the region, we can dispatch 3 companies of Marines and a Naval Special Operations group. They are ready, and breifed on the region's geography, they can deployed any time now, just give us the word.

We are prepared to deploy our forces. E-2 Hawkeye aircraft are already patroling the region. Reply to this communication with the location that you wish our troops to deploy to, and it will be done. Our teams are specially trained in gurella warfare and counter-terrorism. Our Marines will provide security for potential targets and our special operations group will hunt the terrorists. We hope you will allow our forces onto the island to aid you in finding these terrorists and bringing them to justice. We can also deploy medical units to provide aid for those wounded in the attacks.

Firstly, may I remind Elizabethshire that in fact the people of Hoko Island were given the oppertunity to vote on the matter of their independance. The majority voted FOR union with Cayo Island. The people of Falos Island also voted with a majority to join Cayo. Both Antigo and Burro Islands are un-inhabited. Therefore the Outer Islands, with the exception of Samos Island whose soverignty I have recognised are by right Cayan Territory. We will take any entry of Elizabethshire ships into our waters as a declaration of war.

Might I also remind all nations that Babooska has been overthrown and the "Hitler" you refer to is dead. I simply wish to defend the decision of the people's of the Outer Islands. These terrorists are a minority and will not decide the fate of the people.

I do not wish for military support at this time, as I do not wish to panic the people of the Outer Islands or escalate the situation.

Early reports show that Hutu is indeed not responsible for the attacks, and I officially and publicly apologise for this accusation, I'm sure the premier of Hutu will appreciate that we have to investigate every possibility.

Due to the threat of further attacks, and the un-neccesary aggression of Elizabethshire all Cayan Military Bases on Hoko, Burro, Antigo and Falos Islands are on a hightened state of alert at this time.

I hope Elizabethshire will accept the decision of the majority of the Outer Island's people and the soverignty of the Republic.
