biochem agents are actually redicolously easy to research (all you need are a couple of university departments focusing on the right areas).

Bio agents can be tricky to produce in decent amoutns but chemical agents can be produced in even your most basic chemical plant.

Now reliable delivery systems and transport arrnagements are the tricky part.

Biological and Chemical weapons are just that: weapons. There is no practical use for either of these than to kill others, and your statement that you have no intentions of using them on other nations means that either you want to use them on yourself, or that you are going to use them on others, but not intentionally (i.e. you'll blame it on a glitch in the system). Either way, there is NO good use for chemical and biological weapons, and we reccommend you stop B and C of your program at once. However, we suggest that you give full funding to the A part of the program, because it actually has some practical uses, namely energy. Or, instead of spending money on developing risky nuclear power, you could buy a couple of our plasma power plants for half the price and garnish ten times the power. The decision is ultimately yours, but we trust as a fellow world leader that you'll make the right choice.
