My region is 25 big but seems to be in a rut where no one new joins and nearly everyone is inactive. Any advice would be welcome - Thanks.

Got the same problem with mine, but I put puppets in active regions to keep ahead.
What does your region have to offer? I'm still sitting in the Pacific, but I'm waiting for a region that has things to offer me.
