Ahem, more detail please like number of engines, what engine and type, maximum altitude, max speed, weights (empty, takeoff, max), purpose, number of crew + passengers, electronics, etc.

You spent your military budget on a civillian aircraft? And a flying wing would cost a lot more than $20million to develop. Also, how can it possibly have 6 decks? The largest airliner in development today only has two decks(probably three if you count the cargo deck)
