Sure. Just depends on how you decide to run your country.
No need to be an evil dictator or some good democracy all the time.
I put yes but its really in between.
Becasue you can hve a dictator that does everything right, but stilll the people have no rights.
It is possible that a dictator can give out all the necessary rights, and still maintain control, and be benevolent for his people.
Rights? Who said anything about RIGHTS?!? :roll:
