People,
Following the successful re-union of Hoko Island and Cayo I hearby re-claim the island of Antigo, This Island was also sold by the former Cayan government. This island is however, uninhabited and lies about 50 miles of Cayo Island's south coast. It will be used to set up a defensive military base.

Cayan Government Report on the Cayan Outer Islands (Including Hoko and Antigo)

During the rule of dictator Fulangico Pepito and his fascist government it was decided that a large amount of quick income could be gained from the sale of the Cayan Outer Islands, 5 islands in total, 3 of which are populated. Non of the income from these sales arrived on the national treasury and the sales resulted in many of the Outer Island's population being plunged into poverty and exploitation by their new rulers.

HOKO ISLAND - Was sold to local aristocrats who set up a puppet government. The island became dependent on foreign companies whom exploited workers with pitifull wages and lack of health/education facilities. Cayo has since re-gained this Island.

ANTIGO ISLAND- Was sold to the Hutu government to be used for military testing. As the Hutu regime has fallen Cayo has re-gained this island.

FALOS ISLAND- Small population of 300, currently under control of a foreign tourist company. We intend to re-gain this island soon.

BURRO ISLAND- No population, owner currently unkown, Cayo will re-take this island shortly.

SAMOS ISLAND- The largest of the Islands and most populated, around 100 000 people live on Samos. It was sold again to local billionares who set up their own government and sold out the island to private enterprise. Cayo is currently trying to buy the island back but we may have to consider an invasion to re-gain the island.

Falastur, in keeping with its previous views on Cayo's annexation harvests, will accept Cayo's claims to these Islands on the conditions that no force is used, and that the citizens be given a chance to vote for themselves on whether they wish to rejoin Cayo Island or not. Falastur also disagrees with Cayo that a change of Government means that purchases and sales before the change are rendered invalid, as this is not true. However, although we still do not know how Cayo managed to think we were threatening him, we once again remind the world that we will not use military force under any conditions except in retaliation to direct attack upon our country or Allies.

As some of our citizens were working on Burro Island researching wild birds, a small team of 150 Marines have been sent to evacuate them back to our homeland. We hope this evacuation will not be interfered with by the tyranical Cayan government.

(Great thinking, someone playing Samos will make this very interesting)

News report from Cayo:

Tonight as tensions mount over the Cayan Outer Islands El Presidene has just ordered the invasion of Hoko Island, Antigo Island, Falos Island and Burro Island are now under full control of the Cayan military. It is expected that military bases will be set up on all of these islands.

Interestingly Burro Island is less than 20 miles away from the much disputed Samos Island, which is still independant. The re-taking of all other islands means that Samos is almost completely surrounded.

This is Ernisto Sanchez reporting live from Burro Island, viva la revolucion

To the leader of Samos Island,
The islands of Hoko, Antigo, Burro and Falos are under full control of Cayo, the other islanders have welcomed us, yet you chose not to return to the Motherland.

Very well then, we shall not wage war with your pitiful nation. No we shall crush you by other means. I'm sure you are aware that most of your Islands supplies come from Cayo, I have ordered a trade embargo to be set up against you. Also as we have your island surrounded I will not allow any trade ships to pass through our waters. That means basically that there are no routes by sea to your island.

No oil, no food, no medicine, no NOTHING! That is what you now face, not one ship can reach you without passing through what is now our waters, and I will not let any ship pass.

I will also throw as many billions of pesos I can into socialist revolutionary forces within your Island, I already have agents operating against your government. If one of your allies attack me, then I will reduce your Island to rubble. If you attack me I will reduce your Island to rubble.

The option here is simple you either surrender yourself to Cayo OR make your Island Socialist. Or I will strangle your nation, the choice is yours.

The government of Hudecia condemns this action by the Cayo government and reinforces our commitment to Samos Is. by offering to fly in supplies to Samos Is to supply it with the necessary food, medicene and other goods. Our flights will be protected by fighter craft and will only travel along sea routes, not over Cayo territory.
06-01-2004, 01:55
Might I also add, that as the Nacionale oil pipeline (that supplies Samos) runs right through much of our new territory I have ordered the supply to be cut. There is now no oil entering Samos Island.

I will maintain that no ships can pass through our waters, making sea transport to Samos impossible

I have ordered all Cayan medical and teaching staff aiding Samos' impoverished areas to withdraw from the island.

I will not tolerate any transport planes entering Samos to use our airspace.

I have ordered all Cayan owned facilities on Samos to cease operation. That includes a few charity-run clinics and a medical supply depot.

Any Samos Islander who tries to flee the island cannot pass through our waters, and will be taken prisoner.

Falastur once again comdemns the actions used by Cayo Island. Currently, our Government is debating a trade blockade of Cayo Island, including oil supplies, which would negate the blockade of Samos. We are also debating the usage of cloaked transport to ferry supplies to Samos. Our navy has mobilised in light of the possible blockade, and our Air Force may be required to escort the transport planes, should both the threat to them be high enough and Samos allow us military access.

OOC btw, I do have cloaking tech, I bought it off a storefront about half a month ago....
06-01-2004, 21:55
Once again we thank the international community for their kind efforts in sustaining us in the light of this illegal embargo, which truely demonstrates the "join us or die" attitude of Cayo. In support of this efforts, one of our minesweepers has been sent to sweep our coast for any mines that may have been laid by the Cayans in their medieval attempts to starve us into submission.
In light of the recent oil shortages, caused by the criminal attitudes of Cayo, a system of rationing has been implemented. From now on, only essential services such as fire, ambulance and the police will get fuel, as well as food and medicine distribution vehicles. This is to ensure that as much of the nation can maintain normality as possible. In addition, a three-day weekend has been implemented in non-essential industries to reduce the need to travel. The government is also considering implementing a system of rolling power blackouts to further decrease oil consumption if the blockade is not ended.
As for the international calls for free and fair elections, we are preparing to hold a referendum on this issue. This will be held in three weeks, and we welcome international monitors to guard against any irregularities.

OOC Just to point out, we can't get people to your conference, because of the blockade. We could send delegates over in a cloaked helicopter, but at the moment, Falastur at least is unprepared to do so. We only intend on breaking the blockade if situation requires it. If you need our representatives there, we will send them in, but we would prefer not to for the time being, until this situation escalates...

In the meantime, we ask that you send out to us or any of our Allies a message if you either need supplies or military support. At your call, we can also blockade Samos itself, but not being directly involved in this situation, we will leave it to you to decide.

BREAKING NEWS FROM CAYO............WORLD TRANSMISSION.......

Less than an hour ago rebel forces from the South of Cayo Island marched into the capital in their thousands. The forces took government troops by surprise and quickly over-ran the Revolution Square and Presidential Palace. The president, Armando Babooska was captured by the leader of the forces, Ernisto Perez and executed in front of a large crowd in the square.

It is understood that General Perez has been installed into power by his rebel force and gave a passionate speech to a huge crowd in the square below. "The People's Republic of Cayo and the Outer Islands has been saved from a madman and will be put safely back on a socialist path!" Perez declared to the crowd.

General Perez, was formally a supporter of the Babooska government, but joined a growing number of dissidents angry at the regimes foolish foreign policy. A new socialist era has dawned over Cayo Island, and her people now appear to be looking forward to a time of peace and prosperity.

National Leaders,
Now that I am Cayan Head of State I have been lumbered with the task of clearing up affairs left by that fool Babooska. I consider the dispute over the Cayan Outer Islands to be of great importance.

I will not destroy the re-discovered union between Cayo Island and the Outer Islands of Hoko, Antigo, Burro and Falos respectively.

As for the situation of Samos Island, let me firstly publicly apologise for my nation's dire and criminal treatment of the people of Samos. I hereby recognise the full independance of Samos Island and the authority of her government. I also officially terminate the blockade against Samos and I am keen to re-establish full trade relationships between Cayo and Samos. I invite the Samos Premier to attend a meeting with myself in Cayo City to discuss development of the relationship between our nations.

As for the other Outer Islands, I will refund Hutu in full for the loss of what was their island, however, I will not surrender the island.

I am willing to enter in to any talks with nations involved in this matter, and will argue the case of Cayo Island fairly, and in a civilised manner. I have also ordered Cayan military forces to step down their aggressive stance.

Regards to all,

Official Speech on international News Channels, made by the Emperor of Falastur:

After the recent conflicts over the Islands around Cayo Island, the diplomatic nightmare in Alabama, and a series of other, smaller conflicts, most recently culminating in the near-disastrous Samos Island Crisis, the whole of Falastur is delighted at the announcing of the news of the over-throwing of the over-Imperialistic and callous President of Cayo Island. Although few can agree with the policy of public execution here in Falastur, we know little enough of the society of Cayo Island that we will welcome this as a positive move for liberty and peace. The thanks of every citizen of Falastur, most especially those in our armed forces, go to you, General Perez, and we can only hope that this change in foreign policy can lead to our nations forming strong diplomatic ties, and we hope there is a great future for our two civilisations, side by side. As a show of our willingness to promote peace and diplomacy, and on behalf of the Government of Falastur, I offer you, General Perez, an invitation to a short stay in Falastur. Hopefully, you will be able to enjoy all the best features of our country, while at the same time making press talks and attending conferences to improve our diplomatic relations. Our forces on their way to Cayo Island, following the end of this broadcast, will retreat to our nearest military base or territory, and this is considered a complete stand-down of our military in this conflict.

I must also take this opportunity to thank our Allies in this conflict. Throughout, they stuck by us, stuck by Samos Island, stuck by our many other invaluable Allies, and stuck by their virtues, and that must be recognised. To our Allies, and to General Perez, thank you once again.

Though we would have been glad to see a trial, we understand why General Perez did what he did. We look foward to talking and I would like to send this personal invitation to the General. I would like to Invite General Perez for an official State Visit to our Illustrious nation. Also, Ambassador Stone will remain in Cayo as our spokesman to General Perez. The Cayoan Ambassador sent by Babooska has been declared Persona Non Grata and we ask that the General send someone new Liberty City. Thank you. May God go with you all."

The people of Samos Island welcome the ending of President Babooska's reign of terror over his peoples, and over us. I hope that we can have a better relationship with our neighbour now that General Perez has taken office, he truely seems to be a great and noble leader, and his gift of self determination is most welcome.
Once again I thank the international community for standing by us in these troubled times, and wish to extend an invitation to them to establish an embassy in our nation. This invitation also goes to Cayo, as a sign of detente.

Prime Minister of the Dominion of Samos Island

Cayo City

In light of the new-found peace I would like to request the foundation of a Cayan Embassy on Samos Island. I also extend an invitation for Samos to set up an embassy in Cayo City.

Full trade has been re-established with the island. I hope our relationship with Samos continues to florish.
