Gurning resumes war on Free Range Chickens.

Years have passed since FRC reduced our homeland to glowing rubble and we have not forgotton. We have spent our time rebuilding our nation and its weaponry. The time has come for FRC to pay.

Special forces within FRC have poisoned the water supplies to major cities with some of our finest biological weapons.

We expect that the bulk of their population to die from thirst, disease or contaminated water supplies.

[OOC] I'm sorry for my delayed response due to the fact that I was on vacation at the time of Gurning's post.

[IC] The Empire of Free Range Chickens is most horrified by the crime against humanity brought upon it by Gurning. Over the years following the devastating war with Libertarian Alliance nations, Free Range Chickens had become a glorious, peace-loving nation.

Daniel I, our Emperor and former leader of the Coalition of the Few, is most furious by Gurning's crime against the people of FRC. The leaders of FRC are those who either opposed the previous regimes many years ago or were born following the return of peace and democracy to FRC. The population of FRC is not even that which existed at the time of the last war with Gurning. The vast majority of our population was killed in that war and the population was almost completely reestablished.

The result of the biological attack has been devastating, but better than it could have been. Almost immediately after it occurred, all urban dwellers were ordered not to consume their municipal water supplies and disaster relief agencies imported uncontaminated water from rural and foreign sources. Nontheless, the relief effort has proven imperfect, and tens of thousands of people have died from thirst or disease. The number of casualties is expected to grow significantly.

All those involved in this attack have been indicted for crimes against humanity. Twelve of the Gurning special forces operatives were caught before they could escape and are in FRC military custody.

Despite previous arms control agreements associated with the last war, this crime against humanity has created a common sense exception. The FRC military has, therefore, worked tirelessly and completed the rebuilding of our intercontinental ballistic missile capability.

We have launched missiles against all known residences and offices of those who planned this biological attack against us. The missiles in question were intercontinental ballistic missiles equipped with conventional warheads. Absolutely no nuclear, chemical, or biological weapons were deployed. Furthermore, the missiles were launched in sufficient quantity so as to overwhelm all defense systems, destroy their targets, and minimize civilian casualties in Gurning.

We await information about the success of our attempt to thwart those who have committed crimes against humanity and threaten to do so again.

It has been sold to the people of Gurning via the state owned media as yet another unprovoked attack by FRC.

The Empire of Free Range Chickens is doing its best to cope with the humanitarian disaster that it faces. We have greatly improved our emergency humanitarian response systems to prevent a very large number of deaths that otherwise would have occurred. Many people have also been relocated to rural areas with a vast, uncontaminated water supply. Nevertheless, the death toll presently stands at 112,354. We expect the death toll to rise somewhat, but the worst of the crisis appears to have passed.

In response to the illegal blockade by Gurning, the FRC military has decided to unleash its own "shock and awe" defense against this kind of aggression. We have initiated a continuous campaign of missile launchings against all Gurning planes and ships off the coast. All weaponry employed is extremely precise and capable of causing massive damage to the targeted vessels.

FRC Special Forces have begun sending broadcasts into Gurning so that the people of Gurning know what their leaders are doing. The broadcasts include the admissions of the 12 captured operatives of Gurning. These admissions describe Gurning's decision to launch an unprovoked attack against FRC and its desire to slaughter innocent civilians. They also show the extent of the damage brought by Gurning's leaders upon FRC.

Gurning is ordered to cease and desist. Continued aggression will result in the most severe of consequences for its leaders.

Fresh water, food and medical supplies are being flown in by the Dragon divisions. The helicopters have visible and thermal stealth which helps them to evade Gurning's blockades. You can't hit what you can't see! ;) I will continue to aid FRC due to Gurning's use of biological weapons. All assistance will be non-military for the moment, unless the situation provokes further involvement.

In order to avoid an accidental fire at humanitarian aircraft, all missile launches against Gurning's blockade have been suspended. We are not yet aware of the extent of the damage done to the aggressors, but believe it to be significant.

As evidenced by our restraint in responding to Gurning's attack, Free Range Chickens has no desire to harm the people of Gurning. All we ask is that Gurning cease all hostilities, agree to a permanent peace, and deliver its war criminals to stand trial.

Since I am providing humanitarian aid to FRC, Gurning will probably not agree to them being held trial in my country. I propose that a peace summit and war trials be held in some neutral country.

In response to the loss of the Eastern Fleet from FRC missiles, the military has taken power in a bloodless coup.

General Smith is now the leader of Gurning. All civilian media outlets have been shutdown, the local internet has been closed and jamming signals have been initiated. Reserve military units are now patrolling the streets and a curfew is in force.

The remaining units blockading FRC have been withdrawn seeing how they have been ineffective. However the General believes that any aid given to FRC will be insufficient.

100 surface to surface rockets have been fitted with biological warheads set for air burst.

They have been fired at the ten most populated cities of FRC.

*Mobilizes Infantry and Armored Divisions* All soldiers of the Pacific Islands region wear self-contained armor suits which will prevent them from being infected by biological agents. Unfortunately, I do not have enough armor suits to extend to the civilian, or even the military, population of FRC. Soldiers will be flown in on the Dragons to patrol the cities of FRC to repel any invasion and to help clean up the biological agents. Armored divisions are on standby in the Desudoragon homeland, ready to be called on if necessary. I suggest that FRC gets all civilian and unprotected military personel to fallout bunkers. Hopefully, one of my allies should be along soon to help.

Penguisiana - The Plasma Torpedoes shouldn't have the same affect as a thermo-nuclear warhead in that there wouldn't be a radiation cloud or whatnot. It just does a lot of concentrated damage.

Dimmimar - Be careful to not hit any civilian sectors with those PTs. I am going to keep my Dragons providing humanitarian aid for the moment, but my armored divisions are there to help you along with Langham's forces. I called on him to assist in the assault against Gurning. BTW, the armored divisions are composed of 30 M1A1 Abrams and 20 APCs (containing 8 soldiers) each. I currently have 2 divisions on call to assist you and Langham.

Langham - Welcome, friend and ally!

The infantry divisions(3) helping FRC clean up the biological agents have 600 soldiers each (for stat purposes).

When we were only a year crowned, we saw our beloved country reduced nearly to rubble by senseless war. Now we are old and grey-haired, and words cannot describe our dismay upon seeing this renewal of an old grudge.

We condemn the actions of Gurning in introducing contaminants into the municipal water supply of Free Range Chickens civilians, many of whom were not even born when the previous Chickens government devastated our region.

We have no official position on Free Range Chickens' decision to declare a "common sense exception" to its agreement to limit its armament. We will leave that to the overseers in the Brittanic States.

The Melissa is currently offering no aid to either party in this dreadful conflict. While we do condemn the actions of Gurning in reopening hostilities with such a dreadful act, we also respect the considerable anti-Chickens sentiment which still exists within The Melissa even after so many years.

However, we personally urge all interested parties to consider the fact that the current government of Free Range Chickens is led by the same group who were rebels against the terrorist government. We personally are offering fifty thousand mels in charitable aid, to be dispensed by whichever of the Chickens' allies wishes to handle the funds.

DNN Report: Flags flew at half staff today by order of the Emperor as news poured in that the ruler of FRC along with the rest of the Royal Family were killed during the Gurning attacks on the FRC capitol. It is this reporter's honest opinion that we have to press on until we reach the capitol of Gurning. With the great losses incurred there is no time for treaties. Ultimate victory must be obtained.

Rockets with a small nuclear payload were fired at, and succeeded in destroying, Dimmimars orbital launch pad.

We appreciate all that has been done on behalf of the people of Free Range Chickens. We are most upset that minimum number of civilians dead as a result of Gurning's aggression is now 24,645,543.

Our military is sending decontamination and rescue crews into the ten affected metropolitan areas. They have a daunting task ahead of them as they attempt to stabilize the situation and provide relief to the survivors.

We have held a meeting with our cabinet at a rural location this morning. Our Minister of Justice informed us that he is in the process of drafting a statute for an international tribunal that could try the leaders of Gurning for war crimes. He has also drafted an indictment against General Smith to be filed in this tribunal for Genocide, Crimes Against Humanity and Violations of the Laws and Customs of War. Such an indictment, if and when filed with an international tribunal, shall supersede the indictment previously filed against General Smith in the Ramona Imperial Court. We are still seeking nations to volunteer as the seat of the tribunal.

Our Ministry of the Interior has informed us that while the Free Range Chickens relief effort is finally mobilizing, any outside aid can be of enourmous assistance. If any antidote could be provided, it would likely save millions of lives.

As to General Smith's announcement that he expects an end to the war, we do hope that he understands what will bring about such an end. General Smith must surrender himself and all other war criminals to stand trial. If General Smith cannot deliver himself for prosecution, then we shall use force to deliver him. In either case, justice shall be done.

The military of Free Range Chickens has concluded that Gurning's recent statements and actions necessitate a preemptive strike before Gurning acts disproportionately and irrationally.

Accordingly, we have launched a very large number of cruise missiles and intercontinental ballistic missiles against many military targets in Gurning. All missiles contained conventional warheads only and primarily targeted Gurning's regional missile command centers. The Gurning military bases with the largest known troop concentrations were also targeted. Our launch was designed to be sudden, precise, and overwhelming. No nuclear, chemical or biological weapons were used. No civilian infrastructure or population centers were targeted.

At the sight of multiple missiles inbound from FRC, the Gurning missile command sent the launch order to the silos and submarines, fearing another 'night of the 10,000 nukes'.

100 ICBMs each containing 3 nuclear warheads and 96 SLBMs each containing 1 nuclear warheads were launched at FRC before the inbounds impacted.

The radio silence that followed as the communications went down was interpreted as the result of the dreaded nuclear attack.

Regional military commanders, as per their orders in this scenerio, are authorised to use 'any and all weapons' at their disposal until communications are brought back online.

Desudoragonian troops are being evacuated back to Desudoragon along with FRC civilians and troops after Gurning's nuclear attack on the Dimmimar orbital launch facility. Desudoragon is engaging the LWECS (LandWeb Electromagnetic Containment System to surround the Pacific Islands (Desudoragon and Langham). This sheilding should prevent any nuclear attack on Desudoragon or Langham. Many of FRC's forces insisted in staying in FRC and thus were allowed to due so. The current leader and the top officials of FRC were indeed evacuated, though, along with a FRC few troop divisions.

Our worst fears were realized today as Gurning lauched 196 (396 warheads) nuclear devices aimed at FRC in response to a completely conventional, non-nuclear attack on military instillations by FRC. If not for the evacuation of the majority of the remaining FRC civilian population, the number of casualties would have been much higher. Any nation that uses their nuclear arsenal so freely does not deserve to exist. The Desudoragon government awaits the damage figures from the FRC troops still in FRC.

The situation has turned extremely dangerous in the war between Gurning and Free Range Chickens. I am participating along side Free Range Chickens due to Gurning's use of biological weapons in the initiation stages of the conflict. Recently, Gurning lauched several hundred nuclear warheads at FRC in response to a conventional missile strike by FRC on Gurning military installations. I am asking if you could provide some assistance to eliminate the nuclear threat posed by Gurning and help end this conflict?

A telegram from our ally! Seems that the situation in Gurning has gotten much more violent than I had anticipated. Opening a channel to the diplomatic floor, the Palladiate put on a faux tie and began to give his speech.

"The nation of Palladia, as well as the Region of Ninjao in its entirety strongly condemns the usage of biological terrorism on other nations, and dually so for nations with olde tyme grudges against each other.

I was hoping that was all I'd have to say, but the usage of large-scale weapons of mass destruction is absolutlely unacceptable. Ninjao will not sit idly by while Gurning pounds FRC into oblivion. Thus, we are preparing to take action.

I, Palladiate Caru of the Technocratic Prefecture of Palladia and the Region of Ninjao am formally declaring war upon the treatcherous nation Gurning. I will be dispatching a force of 2000 NODC forces and 10 Palladian Guard cybernetic humanoid war machines (http://www.noyuo.com/ninjao/info.htm) to a military base (that will be constructed on-the-fly) on the northeast coast of FRC. This base will be feeding/housing refugees from FRC temporarily until they can be ferried to Ninjao for more advanced care.

Furthermore, the 4 currently operational N1NJ4 defense satellites are being relocated over Grunding and the FRC. Any further ballistic misslile attacks will be immediately shot down via the space-based particle beams. Acts of aggression against any Ninjoan diplomats or military personnel will NOT be tolerated."

By all means, Desudoragon. Chicken Base welcomes any and all friendly troops or visitors of any kind. Fuel cells are being used on-site to generate power, and thus we have a continuously generating source of fresh, pure water. The first evacuation craft will be arriving shortly to take some refugees back to Ninjao for medical care.

As called for by Desudoragon, The Confederacy of Lee has helped join the fight against Gurning.

The Confederacy of Lee's (CoL) troops are coming in to support the FRC and Desudoragon. Also, CoL is handing out provisions and medical support the hurt and providing body bags for the dead.

While this is happening, the other half of the CoL's troops reinforce the troops of the FRC and Desudoragon. While CoL does not have the high tech equipment yet to fly in and evacuate people. Oficers of the army are handing out special suits to prevent radiation poisining.

As a precautionary measure against an attack against the homeland of the confederacy has put the Patriot missles to prevent any incoming missles to attack any citys in the confederacy.

The 15 states in the High Council of The Confederacy of Wyndawâith, after short debate, voted in favor of supporting our regional allies, the Libertine Empire of Desudoragon, the Militarist Nation of Langham, and the Democratic States of The Confederacy of Lee in their support of the embattled Empire of Free Range Chickens.

The Councilor of Aethíjhon State, leading the pro-war faction, argued that if the The Commonwealth of Gurning can so easily assault a peaceful nation, they could easily assault nations within our region or the Confederacy of Wyndawâith itself.

The Councilor of Seledhwár State, leading the anti-war faction, argued that this conflict does not directly involve Wyndawâith and the risk to Wyndawâithrim sons and daughters is a cause that should not be fought.

The war resolution was passed 12-3.

As per the confederation nature of our nation, every Wyndawâithrim state is supplying forces. Special Forces units from Aethíjhon State, Porwaith State, and Thasrimámor State have infiltrated military facilities in the Commonwealth of Gurning to conduct sabotage operations. Intelligence operatives from Khallith State are conducting a propaganda campaign in throughout the Commonwealth of Gurning. Most importantly, the operatives captured several radio and television stations and exposed the lies of the Gurning Government:

The FRC missile strike hit several headquarters of government and industry and reduced them to rubble.
It has been sold to the people of Gurning via the state owned media as yet another unprovoked attack by FRC.

In response to this, several major cities and are in the midst of riots calling for Gurning General Smith, who seized power in a coup, to step down and restore the proper government of Gurning. Two regions in the east of Gurning are in open revolt and calling up militia to seize key facilities.

Relief workers and combat units from Borâith, Gheeren, and Thûrashor states have moved into the Empire of Free Range Chickens to protect the population and rescue survivors from the Gurning bombardments.

This following statement was issued by His Imperial Majesty Daniel II in order to update the international community about the status of the situation in Free Range Chickens and our actions. The statement was prepared in an undisclosed location in Desudoragon where much of the FRC government is working in exile to coordinate recovery and defense efforts.

"The Empire of Free Range Chickens is severely damaged by Gurning's nuclear attack, but our resolve is unbroken. We thank Desudoragon for its efforts to evacuate as many people to safety as possible. We have located as many survivors as possible outside the contimated area so as to protect them from the aftermath. The troops who volunteered to remain behind are decontaminating our country and maintaining its defense so that we all may return and rebuild it when it is safe to do so.

"The troops remaining in FRC have been left with the appropriate equipment to protect themselves against radiation, as well as sophisticated weapons to destroy any would-be occupier. They will also recover the bodies of those instantly killed. We estimate the civilian death toll to exceed 150,000,000 people. There is no doubt that all those responsible must pay.

"We have determined that while we must have the utmost respect for the lives and dignity of the civilian population of Gurning, we shall have no restraint toward the government thereof. Notice, therefore, is hereby given that we have just developed precise tactical nuclear missiles out of outright necessity and as a part of our common sense exception to our preexisting arms control obligations. The leaders of Gurning, if they do not surrender themselves, shall find that we are quite capable of carefully deploying these weapons to incinerate their military bases and bunkers.

"We only hold these weapons temporarily and with a great respect for the responsibility that comes with them. We shall not target any civilians with these weapons, but we shall have no mercy for the leaders of Gurning."

Following the latest public statement by His Imperial Majesty, the Ministry of Defense was granted a decree to use the temporary strategic nuclear arsenal as necessary to destroy the regime in Gurning so long as such nuclear deployment is done in compliance with International Humanitarian Law.

From various secure locations in Free Range Chickens, intercontinental ballistic missiles and cruise missile with tactical nuclear warheads were launched against Free Range Chickens. Several hundred warheads were deployed against a number of locations of a military nature. All targets were military bases, sites of all of Gurning's remaining NBC stockpiles, and havens of the war criminals of Gurning.

The weapons deployed are designed to devastate their targets. Because of theit carefully limited effect, however, they should have little to no effect in the area far beyond their targets. We only selected targets that where our weapons would have no substantial impact on civilians.

The use of our nuclear weapons near civilian population centers, in addition to conflicting with the decree of His Imperial Majesty, was highly unnecessary. Most of the military and governmental infrastructure located near civilian populations was already largely destroyed by our conventional bombings of these targets (in such a manner that led to little civilian casualties) or the Plasma weapons of those coming to the aid of FRC.

By our highly precise attacks on the cities of Gurning and our tactical nuclear strikes, we expect to soon have obliterated the enemy regime while preserving civilian life.

His Imperial Majesty decreed that we shall have the greatest of mercy for the people of Gurning and none for the regime of Gurning, and we have carried out these wishes. As the war criminals were seeking refuge in the last safe places and further conspiring against us, we reduced most of them and their exact locations to glass.

The nation of Gurning should indeed be allowed to continue in existence, but it will do so with all its current leaders utterly destroyed.

The loss of the capital has led to regional missile commanders opening their respective orders for "In the event of nuclear attack".

Rockets with a small nuclear payload were fired at, and succeeded in destroying, Dimmimars orbital launch pad.

Any further nuclear attacks will be met with a similiar response.

General Smith announces that the end of the war will soon be at hand.

Note that we have SAFEA(or my region does) a anti-nuclear weapon. They were shot down.

Our researchers have yet to develop a vaccine or cure for the biological agent launched at FRC, however they have managed to develop a counteragent that will halt the progress of the virus indefinitely. We are commencing shipments to Desudoragon for transportation into FRC.

This agent will effectively curtail the mortality rate, however it will not prevent any transmission of the virus, and thus we strongly recommend that FRC be placed under quarantine until a cure can be developed.

Shipments of virus anti-growth serum have been received from Toneor and are being distributed to the active troops to be given to civilians and military who are affected.

In addition, several Dragons (helicopters) are sent to Wyndawaith and CoL to help bring in troops. These troops will be brought to P4lladia's Chicken Base on the edge of FRC. Dimmimar's troops and my artillary divisions are still in fierce battle with numerous border patrols on Gurning's south side but are making slow advancement north. Meanwhile, forces being rallied at Chicken Base prepare for a northern assault on Gurning with artillary support from Langham (OOC: pretty please?).

This shouldn't last much longer. I thank the members of my region and members of the Ninjao region for all your help.

Her Majesty received a communique from General Smith of Gurning. In it he expressed a wish to order his troops to lay down their arms, but explained that Gurning's communications systems are so devastated that he is physically unable to do so. The units are currently fighting independently, with no coordination.

The Melissa has agreed to assist in order to put an end to this horrific war. A publishing house has undertaken the cost of printing 10,000,000 copies of leaflets explaining that the war is over (the cost being defrayed by voluntary individual donations), and about half of our air force has volunteered to undergo the task of distributing them via air-drop. The government of The Melissa is donating the use of its government-owned planes, and the fuel needed.

At 9:00 AM this morning, approximately half of our air force will begin crisscrossing Gurning to distribute these leaflets. We ask all parties to refrain from firing upon The Melissa's planes, since they are on a mission of peace.

The leaflet text reads as follows:

THE WAR IS OVER!

General Smith has declared an end to hostilities. Gurning troops are instructed to lay down their arms and surrender. Further instructions will be provided once communications are restored.


The leaflet also contains a secret code provided by Gurning, which I will not publish here, but which confirms to the officers that this text is actually authorized by Gurning's command.

As a sign of good faith in Gurning's intentions to surrender, I shall donate $15,000 to Melissa to help cover the cost of the leaflets.

Dimmimar's troops and my artillary divisions are returning to FRC and will only attack if attacked. We will try to keep our side of the cease fire. If we have to attack aggressors, we will use non-lethal methods such as tear gas.

OOC: Melissa, perhaps we should hold a peace summit in your country for this.

My only demands for Gurning are to disarm and destroy all nuclear and biological weapons and that General Gurning is held accountable for his actions. I will assist in rebuilding Gurning if necessary. As a stipulation of the nuclear and biological disarmament, I will come to Gurning's aid in any future conflict in which he is attacked with nuclear and/or biological weapons by an agressor (i.e. Gurning isn't the one who started the war).

Ninjao is exceedingly pleased by the recent turn of events and praises Gurning's decision in ending the war. We will be sending a diplomat to the upcoming peace talks.

We also second Desudoragon's demand to destroy or surrender all biological/nuclear weapons of mass destruction. Any future incident involving them will not be tolerated by Ninjao. Being an ally to Desudoragon, you can rest assured that Ninjao will also come to Gurning's aid in the event of a defesive war.

Chicken Base will continue to be open and operational until FRC says otherwise, and will continue to harbor any remaining people in need of food, water or medical care. The garrison will be reduced to 1500 NODC troops. Plasma Reconstructor Doodads will be donated to the FRC civil engineering corp to expediate the reconstruction of its cities.

While Gurning will destroy its biological weapons programs, we will still maintain a small nuclear deterrent.

This nuclear arsenal will be monitored for a fixed period of time by our allies, who were neutrals in this conflict.

"The war is over and we return to reclaim our homeland. This victory does not come without painful loss to our great nation, but we shall recover. Over 95 percent of our country is now fully decontaminated, thanks to the work of our great soldiers.

"All citizens who are not presently affected with Gurning's biological agents have been transported to FRC or are en route. Relatively few individuals alive right now had been infected, as nearly all those infected quickly died. Approximately one million people are presently being quarantined as they are treated. They should be released shortly.

"General Smith has delivered upon himself what he deserved for his crimes. He is not, however, the only war criminal amongst those in the Gurning regime. Any war criminals still alive shall be punished severely. We shall establish a tribunal for the investigation and prosecution of all war crimes. Even though General Smith can no longer be prosecuted, all his atrocities shall be documented and the historical record shall be preserved.

"Sadly, the model for the record and memorial has been destroyed. Gurning's missile attack destroyed the Museum of the Crimes of Nikolai that the Coalition of the Few had long maintained to remind us of what evil had been caused by past regimes in FRC. While most of the artifacts of the Museum were destroyed, we shall salvage what we can and preserve our historical record as we help Gurning build theirs. The people of FRC shall neever forget the mistakes of the past, and we now add Gurning to the group of those who must remember the brutal past and move onward.

"It is the intention of our government to dismantle all weapons created under the common sense exception to arms limitations. We cannot, however, dismantle such weapons if Gurning does not follow suit. So long as Gurning maintains a nuclear stockpile, we shall consider the common sense exception unexpired.

"We are eager to arrange a permanent peace with Gurning, but we shall not negotiate with criminals. When FRC was liberated, all negotiations between the invading nations and representatives of the people of FRC were conducted by those who opposed Nikolai's atrocities. We shall only negotiate with General Jones if he can be confirmed to not have committed any war crimes, unequivocally condemns the actions of General Smith and stands committed to bringing all surviving war criminals to justice."

The Empire of Free Range Chickens is working tirelessly to rebuild its homeland. Given the nature of Gurning's current nuclear policy, the Minister of Defense has notified the Emperor that all common sense exceptions to arms control agreements are in existence and may expand as Gurning's post-war policy continues to be largely non-constructive.

While FRC cannot force General Jones to act as witness against himself, there is no room for negotiations with those who are strongly suspected of war crimes. Our Ministry of Justice has evidence suggesting that General Jones may be guilty of war crimes. While no conclusive proof has not been found as of yet, the investigation is continuing. If General Jones is guilty of war crimes, he is best advised to resign his position rather than to hold his nation hostage.

Gurning must change its regime or the current regime must either submit to all that which is necessary to prevent future aggression. We cannot tolerate Gurning's current posture.

All data needed to produce it is now being sent to all nations involved in the conflict. The anti-growth serum already administrated should be sufficient to halt the growth of the virus until the antidote can be distributed.

"After meeting with our ministers to consider the war with Gurning and the threat that Gurning still poses, we have decided to revise our policy. Our previous policy toward Gurning was designed first and foremost to apply restraint in all retaliatory force. Great effort had been given to convincing rogue nations to cease all action and ability to pursue aggression against us.

"We now understand that our policy was fatally flawed. The ability to choose peace and justice was continually rejected by Gurning. This hostility remains to the present, in which Gurning's regime wishes to keep all its war criminals in policy-making positions with the world's most dangerous weapons rather than prison. Because we carefully targeted troop concentrations and military infrastructure in our past military campaigns, Gurning's war criminals now believe that they can get away with war crimes and find safe haven among untargeted population centers. The only way to protect ourselves is to be truly credible in our policy of deterrence.

"We must prepare for the unthinkable. Even though we will never seek to destroy a civilian population, we must be prepared to take unprecedented action to ensure the immediate destruction of all those war criminals who engage in unprovoked aggression.
