To begin with New Lusaka City showed little interest (as you may have noticed) in the Commonwealth fortification of western Bukoba. It was the rumoured deployment of not inconsiderable AC forces to the area directly behind the divided province that drew SPP attention.

Lusaka's newly formed security and intelligence agency (name and possibly existance as yet unknown to the outside world) was ordered to step up operations inside the Commonwealth. At the moment this was easier than it might otherwise have been, as thousands of Lusakans were already streaming through AC on their way to Gabon, and with Kinshasa's full co-operation. Still, as yet the UARL remained oblivious of the Commonwealth's intentions and rather nervous of them.

Previously Lusakan fortifications had probably been the most extensive in the district, but there had been plans to step down the occupation and to free up forces for Gabon. It didn't look like that would happen. Even if AC's build-up wasn't anti-Lusakan, a fight in Bukoba would involve the Republic.

The Bukova border near REA was being fortified subtly, but being fortified nonetheless. 88mm AA guns had been installed, concealed bunkers were being dug, and other defences prepared.

Roycelandia really didn't want a war with the AC- not again, anyway, but it was important for Roycelandia to have a "lawless" province between them and Lusaka and the AC, for all sorts of reasons, best known to His Majesty...

Again, a Communique was sent to Kinshasha politely requesting an explanation.

Analysts in enquiring nations' employment would inform them that many of the Secular Party clerks were infuriated at AC's concession of the lands around Lake Tanganyika to Lusaka; and that these same men and women might seek to expand the Commonwealth again, the provinces tactical location notwithstanding.

Roycelandian requests were met with a telegram from General Ndelebe himself.

"Bukoba province is a tactically important region, from which rebels harass Commonwealth lands with little fear of retribution. While Lusakan involvement to curtail these attacks have been enthusiastic, we have little reason to believe they have had any success, and the republic may even be lenient towards these raiders. The Commonwealth Armed Forces does not wish to escalate tensions in any way or shape, we simply need a well-defended front from which we can annihilate these pillagers. In a few days, I wish to host a negotiation to make western Bukoba an official Commonwealth territory. President Igomo and representatives of the Imperial government will of course be invited."

Bukoba province was really, really hot. The Kilean officer wiped his brow as he surveyed the scene. It was a good defensive line. Solid. It lacked the insane emphasis on AP weaponry that most Kilean lines had these days (although the Roycelandians weren't ones for human-wave assaults). The Kilean officer limped back to the main tent, and gave his report to the AC commander.

Kilean officers are present among the AC troops constructing the fortification, expounding on the Kileanishe mania for fixed fortifications and giving advice based upon their combat experience in Dibujante. Not only is this an attempt to help the AC, but it is also a further effort to tie the Kilean and AC militaries ever closer than they are now.

the POJ naval elements have by in large slipped away. I leave it to the individual nations to discover this except that Director John Stryker has informed his Lusakan counterparts that the only POJ forces off the Lusakan coast are the LHA Shiloh with 1 Arleigh Burke DDG and 3 OH Perry FFGs

This is in addition to the 6 submerged Oscar II SSGN's off the Ugandian coast (probably near the DUD Mombasa base but staying away from patrols)

Sorry so long away. I don't have the forces to realistically be strong militarily here and elsewhere. Bishop Christonsion and Director Styker remain with their people in the AC and Lusaka with both now considered allies considering developements in the Kilean theatre.

When it happened, the POJ withdrawal was duly noted by sweating CNF admirals watching their satellite uplinks. Afterwards, they had drinks. Secular party foreign policies towards the Promise of Joshua is becoming decidedly friendlier upon the joint involvement in Kilean, and the AC's naval commanders are even approaching POJ strategists for consulting that might improve their naval capabilities.

Noting the Kilean expertise for fortifying positions in the terrible war on Dibujante, the 22nd Engineer Core is more than pleased to receive aid in locking up the area. Pits that are likely to become gun emplacements are now dug, and ADI-issue razor wire is seen around several of the bunkers.

Lusakan agents will find their work remarkably(and scaringly!) easy. Something has crippled the Manus Nigra's extensive ability to monitor and curtail all information inside the Commonwealth, and many slips that would otherwise have been intercepted by the all-pervasive secret police is now up for grabs.

Demonstrating it's pompous attitude and rather extreme gall, the Secular Party's foreign council sent a request to Roycelandia, inquiring as to why fortifications were being set up near the Bukoba insistence - after all, there is not any threat there, now is there?

His Imperial Majesty read the message from General Ndelebe.

"Well, I should hope so too. Tell General Ndelebe that we look forward to attending this conference, and that we trust that the results will be satisfactory to all parties."

Meanwhile, Commander Sword had despatched a communique to General Ndelebe regarding the fortification of the border, citing "Trouble with Rebels, Warlords, and other troublemakers" in the wayward province.

Tourists in the cities of Mombasa, Port Imperial, Nairobi, and to a lesser extent, Khartoum will have noticed the increased numbers of Colonial Guard on duty, as well as considerably more tanks and aircraft on "routine manoevres" throughout the Colonial Overseas Territory.

The small town of Tranter, closest to the border with the province, suddenly had 1,000 Colonial Guardsmen and some aircraft there, which was keeping the local Publican well happy...

(That's good, because our oh so mysterious new agency is hoplessly inexperienced and clueless, and this might actually serve to 'break them in' as it were. (If I don't post in any threads tonight it's because I'm asleep and/or drunk.))

What makes you think that some of those Colonial Guard aren't IIS Agents? They'll eat your Secret Service for a mid-morning snack, you know... :D
