The Armed Republic Of Lioy's small Launch-Site is getting older and smaller for the new space and meterological activity and so we decided to look for launch-site builders to build our new launch-site. The project must contain:
1 launcher and 1 satellite preparation buildings
1 launch operation facilities
1 plant for making solid propellant
1 solid booster integration bulding
1 launch operation centre
1 plant for the production of liquid Nitrogen, oxygen and other high-pressure gasses
2 launch complex

you wouldnt have plants for making propellants at a launch facility. Trust me on this, i run an online virtual space agency tht works with the real world NASA space agency.

ESA owns the special infrastructure built for the Ariane family of launchers: this includes launcher and satellite preparation buildings, launch operation facilities and a plant for making solid propellant.

all thta will be included in the design, and for $5 billion thats a deal for all im going to put in it (a lot more than you asked for but it will be a HIGHLY advanced facility)
