Illur, Orogor - Today, several nations were stunned when the territory of Orogor, formerly under the control of Pantera, unexpectedly defected from Pantera and proclaimed an independent protectorate. The territory of Orogor, a historically unstable region, has demanded that all prisoners who served the OSF - Orogor Separatist Front - be sent to Orogor immediately. The OSF was originally a radical organization dedicated to freeing Orogor from first the Commonwealth of Armustelia, then the country of Pantera over the course of several months.
The reclusive leader of the OSF, a man named Leonidas, is said to now be the head of the Orogor government, setting up a rubberstamp parliament in the capitol of Illur earlier. Leonidas was apparently optimistic about his abilities to keep Orogor free, judging from the intense propaganda campaign launched just hours after he took office. In particular, he reviles the now-defunct Commonwealth of Armustelia for "crimes against humanity and lesser races," and openly challenges Pantera to "spill Reaver blood to try and take this pitiful land." In a departure from his normal inflammatory tone, however, Leonidas now seeks to gain a more peaceful understanding with his neighbors. He has already established diplomatic relations with the Communist governments of the island nation of Keppel and the island city of Letrograd, and is evidently engaging in talks with other former Armustelian holdings, especially Mitaxis.
Regional experts admit that they are baffled by Orogor's sudden declaration of independence, given Orogor's extremely troubled history. It was only several months prior to the decision that Orogor came under the control of the nation of Pantera, both to avenge the sinking of Reaver warships by the OSF, and to punish the OSF for their attacks using the toxin Argola-C. Although most Orogor citizens felt quite comfortable with their Reaver superiors, the OSF nevertheless continued operations to free Orogor. The suddenness of the independence seems to suggest, as analyst Edmond Claymore says, "a puppet master at work in Orogor."
Leonidas remains confident in the success of the new Protectorate of Orogor, despite the terrorist actions of the OSF and the bitter resentment of his rule by several major nations. He has proclaimed Orogor to be "free and independent for all time, regardless of the cost in human life we may incur for our freedoms." Even with these words, the region of Armustelia sits silently and waits for more word on the surprising story of Orogor.

Let's assume that the Commonwealth, weakened by internal struggles and by attempted coups, has collapsed and that each region under Armustelian control is now an independent nation.
