since my nation has no need for police, i am formally requesting that any nation offer me a deal of a full fledged army with top of the line equiptment and the such, payment will be in full in the ammount of 12 billion dollars

soldiers
planes
ships
submarines
as well as
national guardsmen
coastguardsmen
I have massive ammounts of Ground force production facillities, and my nation takes pride in its strong ground forces, however naval and air units we cannot help you with as we have no means by producing any of them any such units we own have been bought.

Just a suggestion, nations that can offer you a full military solution will probably not be able to do it for 12 billion dollars. Most defence budgets (especially with the millions of soldiers most NS countries field) run well into the trillions.
