Wouldn't shooting them and splatering the blood over the ground infect the soil for a short period of time? Could also help transmit it assuming it can live uotside a host for a small period of time.

Unlikely, Mad Cow is caused by prions (Deformed proteins) that reside primarily in the brain.

Dictator Anderson read through the news and noticed the Mad Cow Outbreak in Diminix.

Dear Leader of Diminix,

I have recently been informed of the Mad Cow outbreak and am deeply sorry for your nation. It is regrettable you would need to fall back on the practices of slaughtering all of your cattle. I hope you realize this will leave you with a severe shortage of livestock. While vegetarianism is compulsory in Gurian, the nation enjoys dairy and we have a decent amount of livestock. I could purchase the cows from some of Gurian's farmers with money from the treasury and sell the cows to your nation, marking up the price just a little. Please send me an email with your decision.
