A huge building plan
The Peoples Republic of Rotara would like to announce a huge building plan. What is going to happen is with the recently purchased ammount of steel the Peoples Republic plans to build a building that is 200 storys tall. The building will be in the shape of a man holding a hammer and a woman holding a sickle, the two will have their tools joined together which will form the Hammer and the Sickle emblem.
However this build may require more than 1 Kiloton of steel.

A speach from the Premier.
John Harold: People of Rotara, I would like to beg you to donate to the building of a new complex. Please help your developing Nation, all you need to do is take steel objects and give them to Goverment offices. Once you have given them in they will be melted and shaped into bars that will be useful to construct your building.
We would like to congradulate the People. We now have another Kiloton of steel, we now have enough to begin construction. The estimated completion date is in 5 years time( 10 hours). The cost of buildling this is estimated to be 3,Million USD.
Because of Financial problems some of the buildings luxurious room interiors will have to be made cheeper the estimated cost is around 2,Million USD.
