The Shining War Peace Negotiations

Eredron
30-12-2003, 02:45
With a cautious armistice declared by all major powers, peace talks have begun to bring The Shining War in Naori to an end.

Requested to attend are diplomatic envoys from the Glorious Communist Republic of Galdania and the Federal Republic of Centralis. Representing the government of Imperial Naori is the Dominion and Principalities of Eredron, which has assumed the role of a provisional government in northern Naori.

The terms and stipulations of a peace treaty will be discussed and formed, which will inevitably include the post-war political, military and economic status of the Empire of Naori.

The peace talks have been set to take place on the island of Kel'los, twenty miles west of the Eredron coast, in the historic Royal Manor.

...given the lack of any other diplomatic engagements, the government has announced that Minister Andreas Von Weiser himself will be attending the peace talks on Kel'los. Conspicuous by their absence, however, is the usual gaggle of External Intelligence officers that attend diplomatic functions, lending weight to rumours that a major operation is underway. Equally significant, however, is the high proportion of Phoenix Guard officers attending; though government Ministers tend to have a high degree of protection, the numbers here are abnormally high. The government, however, has refused to comment on whether this is indicative of higher-than-average security threats...

Galdanian Vice Foreign Minister Byorgy Stazimov will attend. He will be the only Galdanian in attendance.

The Royal Manor has been prepared for the summit, and now awaits for the delegates to arrive. Over three hundred troops have been stationed in the immediate vicinity of the palace, with a security detail of seventy inside the Manor. Anti-air defenses are being stationed around the area, with all airspace within thirty miles restricted except to the verified aircraft of attending diplomats.

The first point to be discussed is the post-war boundaries and government of Naori, as well as the post-war military occupation force. As a sign of goodwill, the Consul Supreme has allowed the Galdanian Vice-Foreign Minister the first opportunity to present his remarks.

OOC: We don't have a Vice-President, we have a Deputy Premier. If you'll look, you'll find that we sent our Vice Foreign Minister has been sent to Eredron.

IC: "Galdania wishes for all territory occupied by NRA and GRA forces to be seeded to Southern Naori, which would them be officially rcognized as an Independant State. Galdania would then negotiate any other agreements regarding Sothern Naori with it's Government."

OOC: Sorry, just mixed it up in my head. Correction made.

The Dominion of Eredron would allow a separate and independent Southern Naori to be created, but only after the people of Naori are able to express their opinions in a democratic process; however, we will not allow any government in Naori to be controlled or influenced by the NRA, a terrorist organization.

Eredron proposes that the people of Naori be allowed to voice their opinion and cast their vote in nationwide consensus; should a clear majority be in favor of the creation of a southern independent state, Eredron will not stand in the way. However, if it is clear that the Naori people oppose this idea, we will not allow Galdania to impose its will in this matter.

After listening to what the Galdanian and Eredronian delegates have to say, Minister Weiser stands, an expression of disgust on his face.

"This is ridiculous! One might as well invade southern Galdania and then demand that it be made an independent state - I'm sure a better pretext could be manufactured than what the Galdanians have found for Naori! What the Galdanians are demanding ehre amounts to their own annexation of the southern region of Naori under the cloak of sovereignty. If, and only if, the people of southern Naori are allowed to choose, freely and openly, to become a separate nation, then such an undertaking will be legitimate: not before! This attempt by Galdania to dismember the nation of Naori is blatant imperialism, and should be treated as such."

Seeming slightly calmer, Weiser sits again.

OOC: See, using a NS poll to find things out isn't really realistic, and anybody could rig it by making up puppet nations just to vote for it. I'm totally opposed to it. Realistically, I think that, since Galdania controls most of the population, that SOuthern Naori could at least break away, even if the entire nation wasn't voted Red.

Who said anything about an NS poll? There are other ways of working such things out.

That you happen to control most of the population centres is irrelevant to whether or not they'd vote your way if freely allowed to choose.

I think that a strong military prescence in the Major population centres, not to metion the enormous amount of aid being poured into the SOuth would likely sway quite a few people's votes.

Eredron had suggested an NS poll to decide this earlier.

I seem to recall the United States having both in South Vietnam; it didn't help very much there.

Consul Supreme McCallister stood from his seat and approached the sleek lectern.

"On the future of Naori, the position of the Dominion must be made clear: no one has the right, power or authority to divide the nation of Naori, save the people of Naori. Galdanian troops landed on the shores of Naori under the guise of defending Genya, and now seeks to establish itself as an imperialist power in that nation; no amount of aid will buy or entitle you to sovereignty over Naori. Our first and primary goal is the reestablishment of the legitimate Imperial government of the Empire of Naori. The Empress herself has surrendered herself to be tried for her past crimes, and so a proper successor must be decided by the Naori people.

"With regards to the trial of the Empress.." Consul Supreme McCallister turned his body slightly, looking at the Galdanian Vice Foreign Minister. "We will not interfere with these legal proceedings against the Empress, as her guilt is verified by her own confession. However, we object to the nation of Galdania bringing these charges against her, when its own government and allies, chiefly Genya, are guilty of those same charges.

"The blood of over two hundred thousand Eredronian civilians are on the hands of the Galdanian government; the damage done to our cities is estimated to cost over two hundred billion Marks. Galdania has knowingly and openly supported the terrorist organization, NRA, which is responsible for the bombings of our embassy in Naori, as well as the private buildings of Eredronian corporations.

"For all these things, Eredron is preparing to hold Galdania responsible..under all international law, the Galdanian government has committed numerous war crimes, and crimes against humanity."

"It is our intention to officially bring these charges against Galdania once a peaceful end has been achieved in this war."

"Aside from weather these charges are true or not, what exactly would you do about it? If Galdania has killed these people, and is guilty of these things, what can you do about it?"

Weiser watched him go, an expression of contempt on his face, and spat.

"Well, so much for peace. I suppose I ought to tell Leopold that the Galdanians walked out... where's my cell phone?"

One of his aides hit the speed-dial for the PResident and handed the phone to him.

"Hello, this is the President."

"Leo, it's me. The Galdanian delegate just walked out of this negotiations after the Eredronians hit him with the war-crimes stuff. I think the war's on again."

"Hah. You don't know the half of that. Get back to Fort Ajax ASAP, I'm going to need your advice. Your Phoenix detail should have all the info you need to fill yourself in before you get back."

"Ok, will do. See you in a few hours."

Weiser clicked the phone off, slipped into a pocket, and stood, watching as the rest of the delegation gathered up dossiers and sheets of paper and packed them away. A few minutes later, surrounded by a wall of black-and-red-uniformed Phoenix Guardsmen, the delegation departed, heading for the nearby aircraft that would take them home.
