Sometimes I wonder if this place has fallen off it's rocker. Who among us has the right to declare war? Who has the right to strip a nation of generation by a wall of lead? Who has the right to rampage thru another nation? Who gives out this rights? Who?

Then I will support the nation he is invading with my overwhelming military might. Should his forces be too many (I seriously doubt it, but it could be the case) then I will have allies as large as me helping me assure that the victim nation is liberated.
Secondly, this is OOC posturing, I haven't ever has a real war... or even a large scale conflict because we are a defencive nation, we defend ourselves and others we feel are unjustly threatened. In the defence scenario we have the advantage as well as our large military might... only a few nations can intimidate us once we have made an action... you're not the kind of nation that would scare us.
We would reduce their military not by invading, but by opposing them when they try to harm others... we do not feel that they pose enough of a threat as of yet to seriously damage our own capabilities, nor do we see your own nations as a seriously issue.

1. My nation's President, Dionysus Bacceheus has the right to delcare war under the Rotovian War Act, however he can do so only after a state of hostilities has already been delcared by the Senate in accordance with National Hostilities Act and International Relations Regulatory Act.
2. I have no idea what your second question is supposed to mean.
3. Well anyone with a large enough army can. You can try to stop them, just liek in the real world. :P

War comes from competition of material possessions, competition of material possessions from the will to survive, the will to survive from physical needs.
As long as we are human, we need food, water, air. We compete for it, conflict arises. Conflict becomes a need. In addition we are sentient, we can think, traits and ideals arise. Those that fuel war.
We can not completely get rid of war, as long as we are human.
(OOC: Note to little nations: NEVER, and I mean, NEVER threaten a larger nation, with "very very large set of high population heavily armed allies". Threatening a country with allies is the lowest of lows, and shows that your nation is in truth nothing but a dependent on others. OOC: Nah... I'll use allies if I feel the need is such, it makes war safer when you need to crush something. I'm not depentant on them however, they are allies and as such we support on another...
As for large percentages of population in the military... can you say "no economy"? Or how about "Poor trained monkeys wit sticks"?
You can't supply big militaries without funding from your economy and the more people you take from your work force (population) the less money you will make and the less cash you have to run your big military...
Allies are ok, but if you depend can't handle your own battles you shouldn't go to war... I prefer allies for when others use them.

Established allies are hard to call on, after all we don't all live the same lives. Sympathy allies are by far, more reliable than established allies. Most nations willing to wage war take the side that's 'righteous' without even thinking of what's going on. However, that doesn't mean that sympathy allies are better, most of them are fairly new nations with anemic strength, some are stronger and have been 'peacekeepers' for a while now. All in the luck of the draw.
It has me questioning, what is 'right' anyway? An instinctive reaction, telling us what's best? A biased opinion, based upon your traits and thoughts? Or simply the will to survive?
